These can be used in any game from Veitnam to futuristic 40k, they are pretty simple to make.
What you need
Clay or Fimo
Making sandbag walls
To make the sand bags roll out a sausage of clay or fimo (clay that you bake in the oven from craft stores), make it about 5mm thick.
Make a cut and wiggle the knife to make a V-shape for each sandbag.
Make layers with the sandbags as you would a brick wall. You can lay some bags up against the wall too.
Cut out a base from the cardboard and glue the wall on with some PVA. If you used fimo, you will have to bake it in the oven first.
Paint it brown and drybrush with a cream colour, finish the base off with some flock and sand.

Yeah, I assume you could make walls out of Fimo, I've tried toying with it, just for laughs, and had moderate success. The Sandbag idea, although I've heard millions of 'em, is good and sound. As for making them out of Fimo, I've never tried it, but it's a good idea.
On a second note... Chaos Lord, if you can't post anything constructive, E.G. Something more than 5 words, please don't post. Trying to save the mods from having to slap a warn on you, :blink:
