I've come up with a cool vehicle for IG, it may not be to everyone's taste, but here it is:
The Scorpion Fast Attack Vehicle (FAV) first saw action at the battle of the Black
Gulleys during the liberation of Ramases V. First used and designed within the Cadian 163rd Armoured regiment of the Imperial Guard, the Scorpion was the surprise that battered the Orks of the Red Dozaz into submission. It was designed with two roles in mind; flushing out infantry and fast supporting firepower. Though it lacks armour, the Scorpion is ideal for breaking and scattering enemy infantry formations. At first glance the scorpion does not present an immediate threat, sporting a heavy bolter and the crew lasguns, but as it charges towards the enemy, a pair of colossal razor sharp blades spring out on the sides of the vehicle. These are devastating once ploughing through infantry, eviscerating troops and shattering morale. Used in squadrons, these vehicles can turn the tide of battle by systematically smashing troops and throwing enemy assaults into utter chaos. However, the Scorpion is only combat efficient when fighting armies that prefer large numbers of infantry, with little in the way of armour. It is also highly unsuited to tank hunting without extensive weapon refits. The crews of scorpions are often considered crazed and bloodthirsty, and as such were first crewed by the most roguish and wild guardsman, who deservingly won the respect of the hardened Sentinel crews who fought alongside them. Although uncommon amongst Imperial Guard regiments, the Scorpion has along with the Sentinel, become the trademark vehicle of the Cadian 163rd.

Scorpion squadrons may be included in any imperial guard army, and count as a fast attack choice.
Pts: 60 ws:3 bs:3 s:4 Front: 10 Side:10 Rear:10 I:3 A:4
Type: Vehicle, Fast, Open-topped Crew: Two Guardsman
Squadron: A squadron consists of between one and three Scorpions.
Weapons: Heavy Bolter, one Lasgun and Stinger Blades (Count as power weapons.)
Options: The Heavy bolter may be upgraded to a Multi-melta at +15 pts, the Lasgun may be upgraded to either a Storm bolter at +5 pts, or a Plasma gun at +10 pts. The Scorpion may be given any of the vehicle upgrades in Codex: Imperial Guard.
Special Rule: Death Run. In order for the blades to cut through infantry, the Scorpion must have worked up a sufficient run up (Or death run as their crews call it.) Therefore the Scorpion may not charge in the assault phase if it is closer than 10 inches to the target (it therefore is logical to say the Scorpion would normally charge 12 inches.)
Blade Breaker. The blades are only suited to cutting through infantry, therefore the Scorpion may not charge vehicles with a total armour value of more than 30, or Infantry with a 2+ Armour save.
Notes on modelling:
I had the idea (well, more like ripped off the idea) whilst playing Unreal Tournament 2004. Flipping those blades out and charging the opposing team is a Berserkers birthday come early!!
A good model on which to base the scorpion is the US Army jeep, the model Iâ€™m using is from a 1/35 scale Academy Kit for the â€œM151A Towmissile Jeep.â€? In order for the Scorpion to be WYSIWYG, the blades should be at least 1.5 inches long each. There are tons of useful bits in IG tank kits and Heavy weapon teams.
Note that this was designed using the chapter approved vehicle design rules, and as such, the points should be fair. Feel free to comment and suggest changes.
I think its cool, but its not very 'gaurdsmen'. If im correct it lances forward and sythes down enermy troops, right? I just cant see the imperial gaurd using that sort of tactics. Also you said its suitable for cutting down only lightly armour foes. So I dont think they should have power weapons. Maybe bring the strenth up to 6 and take away the power weapon ability (easy wounds which will slaughter weak troops, but marines etc will emerge un harmed(ish). (think about it - 12 s4 powerweapon attacks is gonna slaughter marines which is totaly against your fluff)

I think you should have D6 Strenth 6 (AP-) hits distributed as shooting attacks (but count for combat results) on the charge, similar to a fantasy chariot. Of course this is per vehical. That way they are more random (remember they will hit automatically so for a team of 3 vehicals thats 11 hits on average with no rolls to hit needed). If it does not charge eash vehical can only make 3 attacks at strenth 4 (which need to roll to hit). This makes them a hit or miss thing which seems right.
