Not sure about all the bitz but the claws are from the "flayed ones" a necron mini.

The body is definitely a classic fantasy chaos wizard. In the big GW catalog it is showing as Hooded w/ Great Weapon part number 020102416. It is a Nurgle Sorcerer.
Yeah its defiantly an old Nurgle sorcerer body, necron flayed one hands, and it looks like a bit of the arm is necron too.
His cape might have been made from green stuff, or paper. We would need to see his back to identify any bits used their.
I think you can make a cooler one if you convert the LOTR ringwraith instead..
That model is so '2d' and symetrical..

For some reason the new GW US store doesn't have any of the classic stuff listed but the number I provided above is direct from the US mega catalog and there is a nice clear picture.
