I have been playing 40k for a year now and a lot of my Imperial Guard army consists of either Chapter Approved models or scratch built models. A lot of the models are of average quality (although my megasaur is quite poor), the regulars i play with are becoming annoyed as i probably would, what are your veiws on this problem?
It seems there are 2 problems. Chapter Approved stuff and poorly built stuff. Both of them probably are remedied by slowly rebuilding or replacing your army.
Read the new Codex and see if those rules and doctrines can be cobbled together to resemble what you liked about your Chapter Approved army list.
You've already collected for about a year now? Your skills should have improved from when you first started so painting up a 'decent' army shouldn't be a problem. If the cost of new mini's is an issue, stripping and repainting your old ones could be an option. Buying cheap models from ebay could be another idea.
And over there we have the labyrinth guards.

I had the same problem, i found that its quite a pickle that your in. I sold off all may modles that i didnt want for cheap to my friends, but lost s good deal of worth. however i now have oppertunities for a completly new and diffferant guard army. I have found my playing stlye and have the doctrines to suit. its all good.
Good advice, i will get rid of some of my home-made models, but as for chapter approved stuff, i would really like to keep them, even if i have to update the models/ make them look better. Would you see this as a problem?
