I noticed that lots of my marine minis are bald. Are the marines really bald under there, or are we supposed to model hair?

Chapter traits vary, but from what i've seen most marines are bald. The most notable exception being the Space wolves, those are some hairy dudes. If you want your models to have hair, the most feasible economic tactic would be conversion.
Here's an idea for really hairy Space Marines: Space Marines geneseeded from Robin Williams.
I think it depends on the marine. Im sure itd be pretty hot in the helmet and hair would be annoying sometimes. And you do look a bit more fearsome being bald. But look at Marneus Calgar, hes got hair and hes still pretty fearsome. I guess its just the prefernce of the marine.

Keep in mind that Space Marines are Soldiers...Ok, they are Genetically altered, extra zealous Supersoldiers but after all Still Soldiers.
If you look at todays armies you will notice one thing...most soldiers have extreme short or even no hair...why should this be different in the 41st Milennium.
If you want Hairy Marines try sculpting the Hair with Green Stuff or you could use WHFB Imperium Heads (Mail Order is your friend ^_^ )
Ive taken the GreenStuff way...ive given my Berets to all Sergeants.

Are marines plugged into their helmets? if so they would need to be bald to be connected wouldn't they?
older plastic marine heads (from the old plastic beaky marines sets back in the day) always had short back and sides style cropped hair

Well i expect they can grow hair, but shave it off to make the helmet a bit more snug and because it just gets in the way in battle - also, the neural jacks that his armour plugs into include one on the back of his head, so maybe it's better theres no hair there so it doesn't all get into his brain and that.

I've always wondered how my Wolves got all that hair into their helmets (My army is slightly common sense based, everyone wear's a helmet except for the Wolf Lord and the insane Plasma Gunners)
I guess they can cram all that hair in there just because they're hardcore like that.
