I think I have decided to make a IG army and I wanted tehm to come from a world where it reains A LOT!!! So I decided to use Steel Legion minis to represent "Rain Coats" and maybe add some Chimeras with those little circle things (the things the Coast Guard throw to people who cant swim).

the IG models are pretty much done, might want to paint them with yellow slickers, for a bit of fun, and as for the life preservers (i think thats what they're called) you could make them out of greenstuff

sounds like you have an interesting idea for your army... if you are really interested in some converions i have an idea... what if youadded some sort of pontoons around the chimera at the botom, covering the tracks and everything. then strap a fan on it... and voila you have a hover craft

though this advice dousnt have to do with converstions make sure to paint the with some shiny varnish to make them look wet

to model the life rings shouldn't be too difficult.
get some of the large drive wheels from the ig vehicle tracks
take a model saw and cut through these at 2mm intervals (you wont get many from each wheel though)
now you should have a couple of thin circles cover these with Gs on both sides.
for the 'rope' you can use normal thread and just tie it off on the back of the ring.
there you go life rings simple.
as for the wet effect i'd go for senic water rather than varnish.
when this goes on it looks like pva but does dry clear in 24-36 hrs (honest it does) and you can still see the paint and details underneath clearly.

Great idea for an army!
I've got to warn you, though that making an IG army purely from metal minis is a massive blow to your wallet. Believe me, I know. I have a Death Korps army using converted Steel Legion minis.
Still, I love the idea. Looking forward to seeing them finished.
A good conversion for veterans would be to use vox heads and get the flamer tank and cut of the tube then it will look some what like scuba gear.
