Very Nice, just some of the writing does look a bit weird. Mainly the stuff on the armour. But apart from that, great stuff!:yes:

I like your conversion idea. But yeah, agreeing with Warrior, writing looks a little wierd.

The black helmet is really a nice touch, it makes him look very intimidating. Most chaps I have seen have the skull white/bleached bone helmets, they're cool but it's very nice to see something different! I also like the blood effects on the lightning claws.
The main problem with the writing is that its to thick. Its a good IdĂ©e to make the armor white. Good first try, try to get the lines thinner next time. If you think its hard to paint thin lines (like me) then you can first make them thick then go back and paint over half of the line so it get half the size.

I have to go against the grain; I do not like it.
For one Chaplains are black, ok nothing says they must be but the model itself took a few looks to tell that it was a chaplain. The white looks too thick and has no shading or little shading, also it would have been better to take it to a near white colour and use pure white as the highlight. At the moment it looks rather flat.
The scrolls looks ok but as said the writing looks out of place, too messy and thick. Also the purity seals could have been done better with shading and highlighting. Again inline with my commets on the white, the green looks just as flat and out of place; random if you must.
The skull is flat, a few highlights of grey here or there would have made it much better. Now the claws, I do not like the blood. Lightning claws catutarise flesh as it passes through and such burns the wounds closed - so no blood. It just looks out of place
Now that I have ripped the peice apart, constructive comments.
As he is a chaplain he would be better in black armour, alternatively I would suggest giving him Deathwing-esk armour. My way to cream/bone armour is; Bronzed Flesh, Flesh Wash, Bronzed Flesh, Bronzed Flesh/Bleached Bone mix then Bleached Bone and highlight with Skull White. This would also work for the scrolls but stop at the BF/BB mix and glase/wash with either brown, flesh or chestnut ink. For the text I would use dark flesh, looks more like aged ink.
If you keep the white/cream colour and the black skull would look much better with a few highlights. Chaos Black and Codex Grey followed by Codex Grey would look good. The green needs to ne brought out, I would incorperate it more into the scheme - maybe doing the purity seals in green and not red - either way it needs more highlighting. At the moment it looks like pure Dark Angels.
I am unsure about the Lightning Claws, you are paying for the reroll and extra attack instead of getting the Power Weapon for free - but that is your choice. I would remove the blood and either make the claws look like power weapons (coloured) or shade/highlight the claws more.
Take my words as you will, harsh I may seem but truthful I am.

A little shade shod help. I donâ€™t like the metal claws, but then I generally donâ€™t like metal or blood on weapons. I think that the green is ok as a color maybe need a little more highlighting, but I donâ€™t fine anything wrong with the color it self.
Still the worst part is the writing and that are about to be fixed.
