How in the world do you make the building or ship look like it is rusted, has bullet holes.

Is what i do is i take some chesnut or flesh wash ink and put some on the area to be rusted. Then i put some common table salt on the ink before it dries. Then let the ink dry and after it's dried rub off all the salt, and presto! you have rust.

Here is a little something I picked up from the Weatheringdoctor.
If Wolves were meant to fly, wouldn’t the Emperor have given them wings?

Well for the chestnut ink, first paint brown, then mix blood red, and brown, then wash with chestnut ink.

Since rust has a redish/orange taint to it.

Check this out. They say it is mud, but it looks like rust. You can view it here

I would take a 1/1 mix of brown ink, fairly concentrated, and put it on the nails/panels! I cannot stress this enough. Don't ink the whole thing, just the bolt, because it makes it look like the rust is coming from breaches in the paint where the metal is exposed.
