That looks like plaster/filler.. the stuff you use to cover holes in your walls. You can get it in great little readymix tubs that I highly reccomend. You never mix up too much or too little. You can paste a load onto a cardboard structure then stipple it with an old brush to get that cool effect on the wall. Some light sanding and alot of easy drybrishing later and bingo.. Cement walls. Also it makes your buildings alot tougher and sturdier.

yah dude definatly looks like extured paint, it would take too long with plaster or clay to make that effect.....i at least would get way too bored of it way to early

I found that poking alot of holes with like a pencil makes pretty cool bullet holes that I have on the side of one of my concrete buildings and then carving out the lines that you want to make it look tethered. I know you werent asking how to make bullet holes but it still looks pretty good. And that looks like paint.
nah man thats definatly plaster and it doesnt take that long.. I got a tub of quick drying Polycell filler for Â£4 and you just slap some on to cover a bit, stipple it, leave it half an hour sand it a tiny bit and its ready to paint..
Textured paint is ok for some things but its gotta be plaster for cement walls.
