I think you can buy pots of flourescent paint: you know, the sort which absorb light, then glow in the dark. Alternatively, you can get colour changing paint that looks different from different perspectives, but these are both fairly expensive.

The effect is OSL - CMON has two threads, one by Victoria Lamb (who did the most well known ones; "Rescue of Sister Joan" and "Fiery Angel")
Try these threads. But it is not a technique to be attempted lightly, it is rather advanced and can be difficult to get right. But practice makes perfect, right?
While I am definitely no expert on the subject - I would possibly suggest getting a bright light and shining it on your figure from the angle the light source will be coming from. The areas that light up will be where you will want to place your light source coloration.

ok, i attempted this, and NMM at the same time, on the same time, and it is the best thing i painted so far. the backpack cooling vents came out a bit wonky, but it isn't that bad for a first attempt. i need to post some pics, because the gold is pretty good. i also got to use a few types of source lighting from different angles and colors. pretty sweet. i also got to use the type of light of a filament bulb by using the apothecary head, and it was good.
For the gold, i used 4 parts snakebite leather and 1 part golden yellow, and hightlighted that with a mix of the colors stated before and rotting flesh. i used this because i lost my bleached bone, and it is very similar.
