GW Online posted 2 conversions for Tau, a broadside and a farside enclave FW.
Personally? <3 the firewarrior with the cloak....I wonder if I can get away with having a non farsight tau sept using cloaks....
Why shouldn't you??? If you like it you should just start converting! I can't imagine any rule saying any Tau, but the ones belonging to a farsight sept, hate wearing cloaks... Conversions should give your army more uniqueness, so just go for it and post some pics when they're finished. always interested
I think that the cloaks would provide a very nice visual theme to a squad, or to the entire army. I think that when you convert an entire unit, the key is to maintain unity of theme (something like shooting, looking for targets, fighting in CC, etc) while achieving individual uniquness.

Well, are there any capes that are like that but less dirty looking? Or should I use GS to smooth them out?

Much too expensive for an entire army. Even pure GS would be cheaper in this case!
You should think about using unusual materials. Some layers of hankies should work very well. You will need awfully many of these, but they're cheap and you can convert them very easily. Just Glue all over them (not important which glue --> a cheap one!) let it dry a bit, but not totally and then start positioning it as you want it to be (I mean cuttlings etc not assembling!). You can give them this used look as well if you want to. Just needs some more skill.
