I am probably not the best person to give advise on painting Eldar and I do realize they can be colorful - but I think you have too many colors the way it is currently painted. I would maybe stick with 2 colors plus maybe some neutrals to paint the figure and then use the other colors for markings and what not.
Overall the paint looks neat and crisp. Aside from the yellow on the helmet the paint does look a bit flat.
As for shading and highlighting there are several ways to do it. You could start with a darker base color and then lighten the paint as you apply highlights to the figure. Think of a topographical map when applying highlights. The lighter color will be slightly smaller in area than the previous layer, etc. etc. High spots tend to be lighter, lower spots, crevasses, folds, etc. tend to be darker.
To get quick shades - inks work well. Barring that just start with the darkest color and work your way up.

The quality of the painting seems pretty great, though the picture quality is a little blurry.
It has a lot of colors (blue, green, red, yellow) which I know is a quality of Eldar, which is too many colors to me. I'd love to see a close up of the green gems? on the boots.

Stick to two or three colours and a neutral like Slorak said.
Unless you're painting Harlequins, a paint scheme looks more unified and appealing with fewer colours
