I have my kill team mostly painted at this point. I still have two wolves to paint, but that's pretty much just a basecoat + wash + drybrush process unless I get real ambitious with the fur. Really, I'm just trying to decide what to do for the bases. I'm regretting gluing them down a bit, as I'd kindof like to do a bit of a scenic base... however, that's going to require the careful destruction of the current bases. Certainly possible, but possibly not worth it.
Any ideas for what might look good on the base?

Not too shabby, I think that the WH Chaos Warriors you used as the basis of many of the models look very fitting for the 13th Company. The painting is rather neat and tidy overall, and I noticed that the yellow shoulderpad you showed looks rather good as well (seeing as yellow can be very tricky to paint.) The fur you have for the leader also looks very well done, and the mixture between Chaos parts and Space Marines parts looks to be quite well balanced for the most part. I would perhaps suggest making their teeth a bit darker; perhaps mixing in a bit of bleached bonde. They look just a bit too "clean" at the moment, or at least I think so. Other than that there's not much else I would suggest.
I think snow would look quite good on your models, and also help add to and tie them into Space Wolves. I'm afraid I don't have much experience basing snow, so you'll have to wait until someone else explains how to do it in greater detail. I'd perhaps stay away from scenic bases, simply as you said previously, you'd have to rough up the bases a bunch, and possibly cause some harm to the models themselves. See what others have to say, they're probably more creative than me.
Given that you have already glued the figures down I would suggest snow as well. I have used a product called tech-star snowflakes to a real good effect. I have also used woodland scenic snow but I don't care for it as much. If you can find the tech-star stuff that is the way to go in my opinion.
As to how it is used - take some of the snow powder and mix it with glue and water until it is kind of like a wet paste/batter - you want it kind of thick but not so thick that when you scoop some out it all comes with it!!!
Next just take an old brush or toothpick and dab it on the base. Sometimes you have to go back and apply a second coat when it dries as it will shrink down a bit. I also like to sprinkle a little bit of the snow powder over the top to give it a fresh snow look.

Well, like Slorak said... they ARE space wolves, so you can't go wrong with snow to tie them into the whole nordic theme.
If you don't want to go with something "normal", you could do some slight Greenstuff work on the bases (apply a flat layer, then "swirl" is around with the rounded end of a paintbrush) and paint it up as a kind of warpstorm or warp altered terrain base. They do appear to be 13th Company, after all.

Hmm.. to be honest I dislike the Fantasy chaos warriors being used. They just look like Chaos warriors with a marine head and weapon to me, their armour does not look remotely like power armour and their are wearing leather boots. It just doesn't work for me.
The weapons rust looks alright from what I can see but a few areas don't look all that good; the flesh for one - could do with a good highlight or two. In places the grey looks thick and very flat, the flatness goes for the red too as it looks rather unhighlighted.
These are easy to remedy in truth, shading and highlighting; taking a bit more time and going that one step further. If this is only a kill team then to me I would take great care with them, makes sense to make such a limited number of minis into a top looking group. But for basic gaming, they look fine.
I agree with the snow bases, though I've never done anything with snow; so cannot comment as such. There are people who can help better here.
