I'm starting a Tzeentch army andhere is my first attempt at a warrior.
the metals dont shine like they should in the pic but they do when i look at it (i think its a lighting issue). I know the cape is dirty but i cant seem to paint "flat" areas. i still need to do some highlights and shadows but this is the overall idea. any suggestions on how to improve it?
I can imagine a world without fear, a world without pain, a world without war. And I can imagine conquering that world because they would never see it coming.

You have some interesting colors going on here especially in the cloak. I like the almost swirling color pattern. Looks like it might need to be defined further as it is hard to really tell if it is meant to be that way or simply paint brush spots. Maybe feather the edges a bit more and define some kind of pattern - even if it is irregular.
My one big critique for this figure is that you should really scrape off the mold lines before painting. They are very visible in the horns and on the sword. Taking an x-acto knife and dragging it over the surface is usually enough to remove them.

I love the cloak, looks very mystical and Tzeentch-y. Maybe add some washes to the gold? I dunno. I'm just a big fan of dirty metal looks. Good luck, have fun.
