Does an eldar craftworld have to be painted the official craftworld color in order to be 'legal'? My Ulthwe army is painted a dark blue and red combination, but I've been hearing word that I have to paint them black and white instead. Do I keep them as they are or repaint my entire army?

There is nothing stopping you from using the ulthwe rules with a blue and red army. However I don't think it would be ulthwe unless it was painted with ulthwe colours. I would suggest you name your craftworld something different and just use the ulthwe rules.
It talks about using craftworld rules with DIY craftworlds in the beginning of the codex, and it says there is no problem with it.

Absolutely no problem with it whatsoever and if some one does have a problem with that...they should be shot...twice for good measure. It isnt really fluffy to say they are from ulthwe with your color scheme so as previously mentioned, just do a DIY craftworld but the only thing is that it is your duty to make sure your opponent knows you are using ulthwe rules.

If you read the Designer note's in teh beginnign of teh Craftworld Eldar-book it says that there is nothing to stop you from using those army lists for your own army so it's ok.
You could also say that they are Ulthwe but are on a quest/crusade/speical misson and their markings and unifroms are they way they are to represent this.
I play Iyanden and my guys are white with blue bits, with just a single yellow peice, normally a chest plate or sash. My story for them is that they were sent on a quest before the attack on their homeworld by the nids, and that after hopping from world to world via the warp they have ended up on an ice world, and have had to adapt acordinly.
Do you want paint wise, there is no reason you cant. Just make sure your oponent is aware of rules you are using before you play.
