There never was a limo model. The only one (2 maybe??) that ever showed up in WD was a conversion of a model car. Sorry, can't really help you with what to use for one now.

I know there's a rule concerning converted vehicles that they have to be made with a certain percent of GW bits, I want to say 30 but I'm not sure. Can someone verify that?
Percentage of required GW parts varies depending on tournament.
Once upon the time there was a rule telling oyu that the most important part in this hobby was to have fun and GW provided instructions to build Baneblades from paper in the WD.
Each time I read this "rule" about being forced to use XX% of GW parts I'm tempted to make some paper mache out of WDs (a GW product) and Black Library novels and create a Rhino from it. If I wanted to get told what to buy to represent my style I'd skip studies, return to school, and let some fashion puppets without any style tell me what to wear.
Back on topic:
IIRC, the old limo was made from some 1:35 Lincoln Limousine. It was purple, wasn't it?
