Since everyone here seems to be most helpful and intelligent, I will dump some of ,my problems on you.
Yesterday I sat down and get ready to play a Warhammer game when I compared my army to that of the tau player i was playing. My Raven Guard looked very plain. I feel cheap just spraying them black then highlighting. Somehow, I don't feel like my army is as nice looking as theirs.
Any ideas for making the black armor look any better?
Depends how you're highlighting them really.
If it's done really well, then no one can claim you aren't putting the work in.
Another thing you can do is think about using different colours to contrast; ie: Raven Guard have company badges on the left pad (I think), so make sure you do that in a nice, bright colour (blue or red would probably be best).
Make sure you have as many marines with bare heads as possible, and try and get your flesh tones as good as possible.
edit: Also, make sure you *don't* do urban bases. They really drag black models down, as the grey on grey looks very dull and boring.

The trick is to use contrast colors as minus_t sad, that is really important. Still there is a few more things you can do. Maybe not highlight them whit pure gray. If you use a gray blue you can have a nice effect. Another idée is to use a almost white color to mix whit the black for the highlight, maybe bleached bone + black or rotting flesh + black. This will give it a more interesting look then the pure black + gray highlights.
