This may be of limited use, but....

...If you scroll down, you will see a collective of sandbags, with a brief explanation of how they were made.

*EDIT* -A quick search revealed the thread below, which has a few ways of obtaining/making sandbags.

thanks. does anyone know a website an australian website that sells the tamiya 1/35 sandbags? I come from Adelaide and to get them posted from the US/UK the postage alone will cost more than the sandbags

    Green stuff

You could make sandbags pretty easily from green stuff or any modelling putty as they are a basic shape. That way you can make them to different sizes and even make some with knives in them easily or sand pouring out by using modelling sand. This will probably be cheaper for you and easier to acquire if your in Australia.

If I remember rightly (which I might not) there is some kind of snack thing which is like a piece of chocolate covered with a wafer and it looks like a tiny sandbag. maybe (im not sure) you could make a mould of that from plaster o paris and fill it with expanding foam?

Of course this is a very vague idea and ive never tried or heard of it done so it probably won't work.

I also enjoy good music, fine food, late night strolls on the beach and dancing in moonkin form :)
