Not bad for a first go, but this would be my suggestion:
1. Water the paint more to make it a finer line;
2. layer the highlights to get more of an 'extreme highlight'
3. On the cloak, blend from light to dark instead of highlighting the top ridges. You'll find that it gives the cloak a more natural look.
In all it's very neat painting and that makes your mini's stand above the average. Practice highlighting and blending and the mini's will look even better.

Well yeha, most of things have been said, all i would say on the other hand is INK your metallics!
Phormio has got the right idea about this. I agree about his points. Still I most say that your black guy looks way better then the green/blue one, but the face is better on the greed/blue guy. The sword on your black marine is way of whit that white. The idea is good but it just look strange to me when you don’t use more shades to get a smooth color change from blue to white. You have a really good base on that sword, so maybe that’s way it annoys me.
Your red cape looks fine, you have a smooth color here. Its also possible for you to improve the eyes a bit. In the picture it don look like you have any shade around the eye globe, it looks like it "melts in" white the skin color.
The over all impression is not bad and I like your white color, It looks smooth.

thanks for the help guys, ill make the changes to the model and try and post the pics if my camera decides to start working again.
btw the blue base on the sword is really easy, its just enchanted blue with a unwatered down wash of blue ink.

Alright looks okay for your first time highlighting. I definately had more trouble then you..all those years back. Anyways, Phormio has it pretty much down:
-Highlight in progressively lighter shades
-Thin your paint more
-Use the flat of a fine detail brush..for more control. You'll see what I mean when you do it
Other thigs you might want to look at:
-Give the face some highlights too.
-Ink it black
-Spruce up your base a little with rocks
