What are people's opinions on converting regular IG guardsmen into stormtroopers? Are you allowed to have the regular guys be stormtroopers, or would you have to buy the ST boxed kit?
Why not if you want to convert your regular ones to stormtropers thaen its your choise but on tournaments they could get nasty about it.
And in my i would not do it personaly because i love the stormtropers models but that is me

I think that it is OK to do that - even GW changes models from time to time, so I see nothing preventing you from doing your own. If you use GW-only parts and make everything WYSIWYG (armor, weapons, etc) than I would even dare to take such models to tourneys and stuff. I am going to be using my IST as regular IG in some battles, plus instead of Heavy Weapon teams I will have a Necromunda model carry an autocannon, plus I will make a remotely operated lascannon turret from Razorback parts plus some plasticard... Better to show some creativity than a deep wallet any day!
As a minimum you should try to bulk out the armour with some green stuff - carapace armour has a lot more to it than flak, so as long as you can use that to differentiate them from normal guardsmen (with some other add-ons if you can) it should work fine.

Ouuu - are there any publications (online sources) that do such comparisons? I would love to kill some time reading those!
It would be acceptable as long as teh changes are obvious and follows WYSIWYG, as already ahve been stated. Bulking out/adding extra armour and make do the lasguns so they look more techy would be the obvious things.
