This is probably something that comes with experience, but lately I've been working with new colours, and i'm not sure which colours to use for the shadow, midtone and highlights.
For example, i want to paint yellow tabards: I want the end result to look like a nicely blended sunblast yellow, so i want to use bad moon yellow (or sunblast with a bit of white in it) for the highlights. However, i'm not sure that anything in the yellow choices is appropriate for a basecoat, so I'm looking towards the browns. Any input?
Is there a table or list that can be used as a reference?
I think this comes out of the fact that i just bought the Vallejo paint set, and now i'm overwhelmed by choice.
I'd use orange for the base coat.
I found this link a while ago, and have bookmarked it exactly for the reason that you asked. If you picked up the Game Color set, you should be able to cross reference these colors with the ones in front of you pretty easily. If you got the Model Color set, this will only be a guide, since the Model Colors do not correspond exactly with GW.

I actually bought the Game Color kit, but not as a boxed set. The warstore ( http://www.warstore.com ) offers one of every paint sans the box and the brushes for a significant discount, and i have to say <plug> Neal was awesome with the service and speed </plug>
Vallejo has a nice chart mapping their game color to Citadel, and there's a link kicking around that maps Citadel and game Color to Model Color. It's not 100% complete, but it's close enough for most people:
