I was wondering if this was where people could post pics of their rough rider conversions, and how they went about it. I recently purchased 5x Attilan Rough Riders, and I want to convert them to Cadians, with a minimum of money spent (wife is gonna start tightening the purse strings when it comes to my 40k purchases (lol) so I need ideas.

Ok about the minis and the conversion.
Now you say you want to convert, but I feel that before we come with an avalanche of ideas we should hear some input about what your current army is like.
I would imagine that a pureblood IG Cadia army would have fairly high level of technology so don't be to sparse on the horse conversions.
I would say that you should use the horses as they are, as little conversion on them as possible, maybe add some more detail to the saddle, like las guns hanging in a holster or something. Generally think about how the packs are carried in a cavalry unit.
As to the models themselves, I really don't know how assembled the atillan riders are pieced up, they might come with a seperate torso or they might not.
Either way, if they are seperated or not I would use the bottom part of the model... that means the legs... and sinply mount a fitting cadian torso on top of that.
Maybe you have to remove some features on the legs, fur leggings or something, inless of course they fit with the theme of your army.
As for the lances that come with the riders I would try to use these, either in the hand of the model or maybe just mounted somewhere on the horse.
That is my idea simply as I see these "explosive" lances as a one shot weapon, and I would imagine every sane soldier would save his greatest weapon for the best suited moment.
