It might be a little too much to ask for everyone to try and not make jokes about this thread, so I won't ask that of you. Having said that, Having played Dawn of War I seem to have gotten used to the idea of a female farseer in my army. Having written the backstory of my army with my farseer being a woman I sit here with my male farseer and think what any normal, sane hobbiest would think... this guy needs breasts. OK, so its a little odd, but Im really serious about this conversion. The only problem is that I don't have much sculpting experience (Read: None) and I can't for the life of me figure out how I am to go about doing this. Your (Serious) ideas are appriciated. Thanks.

Do you have a picture of said model? Assuming its not converted a link to the GW online store will suffice.
It will make it easier to give advice once we know what we are dealing with.
One option would be to try and find a suitable female torso, saving you the effort of sculpting onto the male farseer. You could then convert it with other appropriate bitz.
I know someone who did a minor conversion on what I believe was a Bretonnian damsel, giving her a farseer staff and such. It makes for a very unique farseer as she looks so much different to those in other people's armies. There's no reason that they have to look very close to the available farseer models. After all, why would all farseers dress the same way?
If you really want to sculpt I'm afraid I'm just as experienced as you are, so I can't really offer any advice there.
Thou shalt remember:
Warhammer Fantasy armies do NOT have Codices. They have Army Books.

you could always use the torso of a dark elf warrior, there are a few female one on that sprue. This would require alot of conversion work, since WFB parts tend to be slightly smaller scale than 40k. Yould might be possible to just remove te breasts fro mthe dark elf torso and GS them to the farseers torso.
If Dark Eldar got it, FLAUNT IT!

Combine a guardian torso with a High Elf archer dress, then add a suitable helmet (one of the new metal farseers ) and weapons (storm guardian pistol for one).
The only difficult bit that I can think of (since I've considered doing the same thing) is the strange "wings" that Taldeer has on her back. The only similar shaped parts I can find are the antlers on the Avatar, which are a bit too geometric.

I agree with Mr. Hasad. The DE warrior sprue would provide you with some ideal conversion pieces, and as its in plastic it should be easy convert. If you are handy with a craft knife and were so inclined you could cut up a DE helmet (remove blades etc) and use that as a base for a farseer helmet conversion. I ain't looked at any of the new Eldar models too closely yet but I should imagine the female body Rork referrs to would do nicely as well.
For the Wraithbone wings I would suggest plasticard. Cut it into the shape you want (use several thin layers to build up the thickness + 3D shape) then attach to a suitable point on the back by pinning them on. If you want to have them bend a bit either stiffen the wing with a wire skeleton or heat it up (carefully) and bend into shape.
Whatever you do, the DE/guardian female body is the way to go - I'm intending to make a female farseer in the future and this was the way I had planned to do it.
A general note I have for anyone attempting to “sex change” models to female is that modelling realistic breasts in 28mm heroic scale is surprisingly difficult and that combat equipment (especially armour) should be bulky enough to conceal the differences of gender.
If it’s the new Farseer with the separate head, then you could always have one of the bodyguards holding the Ghost Helm and use a female head.

Roll a couple of bits of greenstuff into small balls and splodge 'em on.
Then paint it pink so everyone knows it's a girl.
It'll look awesome, I swear!
