In that picture they used steel wool to generate the smoke. the fire is just various shades or red orange and yellow. There was an article about it in a somewhat recent white dwarf (I don't know the issue number...)

I think the steel wool will work better sence it is more durable and if you try to paint cotten it might now turn out so well.

I've seen it done a few ways, allow me to outline them.
1) Around Halloween, some craft stores will stock cotton of different colors. I've seen black/orange and yellow cotton used in this way.
I myself did it. You take a blob of black/grey cotton, form it into a general "hotdog" shape.
Layer some orange and yellow on top of that. then, take a piece of string and sinch it in the middle. Once you secure it to something like a base, take some time to unfurl the black around the yellow/orange to create a burning effect. Easy and cheap.
2)steel wool, I've seen people actually take a lighter and burn out the ends of it to create the "real" burnt look. otherwise, spray paint.

Cotton sounds as though I don't really want to use it.
But steel wool! Forgot that such stuff existed. I'm gonna hafta find out where to find stuff like that, probably a DYI shop? Steel wool also sounds good to put on a base. I could even make a terrain base with the bottom of it molded the shape of the top of my tank, and the steel wool on this terrain piece.
