    This list is going to be used competitively against Chaos, Tau, IG, Space Marines and Armoured Company.

    I would drop this guy down to the standard Shooty DH Inquisitor, drop the Rhino, and put the homer on one of your IST Vets.

    I also think you need more plasma guns. One set of meltaguns should be good for 1k games.

    Keep the inquisitor "naked" with just a psycannon.

    Drop the multimelta as it is at odds with the plasma cannon. A heavy bolter is a far better option for killing infantry.

    Drop the rhino as well. It isn't really necessary for what should be a static fire base. The extra points should get you another heavy bolter servitor.

    Put them in a building or some form of cover and blast away.

    Having meltaguns in all your IST squads is "fine" provided you are planning to be facing a multitude of tanks where the standard tactic is zoom up in your rhino and pop it at close range with the meltas.

    However, a far better option would be to have ONE mobile tank busting squad and one squad with plasma guns for anti infantry work. The plasma guns are also sufficiently strong to take down light vehicles anyway.

    All your veterans should have teleport homers for your FAGK.

    Fast Attack ( Grey Knights, Justicar, Psycannon
    Drop the psycannon.

    Its the same price as an entire GK model. You would be better by far to actually field said GK model.

    Apart from that i can only say that your list seems to be decent,
