Ive taken a years break from Warhammer altogether. Now im back and have always liked the look of a good well rounded marine force.
How should i build this up to 500 and 1000 pts.
25 marines (2 fists, melta gun and plasma pistol).
Well its a bit over 500, how would you guys uses some of the models i have to cut down to a 500 pt army (maybe adding the odd tank or other type of squad.
And for a 1000 which i want to use all the models.

Well, right now you've got 558 points of models if I'm doing my math right. More if you upgrade the Chaplain to a Master of Sanctity and give him more than an extra bolt pistol. I'd say try to get a heavy weapon into each of your main teactical squads and maybe a small Assault Marine force which the Chaplian can join if he gets a Jump Pack. Chaplains really seem like they are designed for close combat, with their built in power weapon, 4+ invulnerable save, and the most important feature, the Litanies of Hate. Putting them into an Assault Squad lets you take the fight to the enemy.
Note this is my opinion as a total newb myself. :/
What kind of army do you want?
1750 - Imperial Guard
1750 - Space Marines
2250 - Imperial Navy
2500 - Dwarfs
You want 2 fists, a melta gun, and a plasma pistol, 25 marines, and a chalpain to form the basis of a 500 point army. The chaplain is obviously a close combat sort of guy, so you're going to want him in a squad that is maximized to be up close. You're also going to want something that can deal with bigger armour / tough infantry. I have two potential lists.
This list is if the only models you have are the ones you listed
Chaplain 106 (maybe?)
Tactical Squad 190
(Chaplain will go with this squad)
Tactical Squad 185 (I think?)
I don't really like this list, but it does meet all of your criteria. The Chaplain can't move very quickly, so his squad is going to get shot up a lot before getting to the enemy. The other squad has the same problem; it is tooled out for close combat but doesn't have a speedy way to get there. The other problem with this list is that it has almost no ability to take out tanks or heavy infantry. The power fists and melta gun will help, but they are very short ranged and could get killed before being able to do anything.
I would suggest this list instead.
keep him hidden in cover and have him engage isolated / weak / small units in close combat
Tactical Squad 190
these guys are going to follow the chaplain and be close range fire support
Tactical Squad 170
This list allows your chaplain to get where he needs to go, has a squad to back him up, and has a squad that is equipped for long range fire support. There are obviously some points to play with, so you might want a lascannon or some other goodies.

Here's my suggestion:
+Command Squad(all with Infiltrate)
Sergeant:Terminator Honors+Power Fist+Bolt Pistol
Marines(4); 1 with Meltagun, rest with Bolt Pistol+CCW
Observations:There's not enough points to give the the chaplain and command squad frags, which would be awesome. You can experiment replacing the chaplain's plasma pistol with a bolt pistol and use the points to give frags to the whole squad. This will also allow you to upgrade the missile launcher to a lascannon, which I'd prefer.
For a 1000pts, consider investing in land speeders tornados (minimum 2) and a predator tank.
