This is my first Witch Hunters list, so if I make glaring mistakes, forgive me.
+ 3x Crusaders, 3x Acolytes, 2x Chirurgeon, Penitent, Sage
Note: This is a themed army and a maxed retinue is ideal, but if this is just awful please tell me. :C
+ Veteran, meltagun, krak grenades
+ I don't know what upgrades are good here.
2x Penitent Engines
3x Penitent Engines
Edit: And a priest, too.
...That's about it. I designed the army with close combat in mind, for a chnage of pace (sold my Tau). My main opponents will be a Space Marine/IG army, a CSM army, Tyranids, and possibly Eldar.
Any thoughts are appreciated.

you need a priest to field the PE and the arco's
Guardsman ethic is "We're normal and we fight crazy stuff."
Witch Hunters ethic is "We're crazier then they are!"
I would take smaller squads of IST's, with 2 MG's, and put 'em in a rhino. if you don't take smaller squads...you may as well take sisters! Theme or no theme, 1 point for better armor and guns is amazing. IST's are all about taking advantage of that high special weapon/troop count ratio, IMHO.
Anywho...looks like a lot of fun! You'll just have to be really careful about clearing undesirable opponents away from your Engines and Flagellants, so that they don't get locked up in a horde of minis, or, particularly for your Engines, caught with a higher initiative, high str opponent.
As I say, looks cool! Good luck!
