MY friends total army cost is 2729 - So we decided it to be a 2730pt battle... using some of my army i managed to get exactly 2729 points.
Just to let you know, before you start to go on about how I'm not following the force organisation, I am fully aware of this fact and that is because me and my friends don't follow it (with the exception of the minimum of 2 troops and 1 Hq of course - and other restrictions such as 0-1 Venerable drednaught etc). The reason for this is realism, if you were a general and wre given funds to fend off an enemy army you wouldn't be thinking "mmm i know lets get alot of land raiders...oh wait i can't i can only have X amount despite the fact i have the support of a whole chapter!" So we figured its more realistic to spend points on what you have access to. This also in a way helps add individualism to the army. I suppose we could say we follow this force organisation 1-4 HQ 0-6 Elite 2-12 Troop 0-6 Fast attack 0-6 Heavy support
We also allow special characters and forgeworld models as long as you know the rules and have shown a copy of them. We also allow each other to make up special characters but the rules have to be checked through by your apponent jsut to make sure its all balanced and fair and importantly explain where you got the points cost from (old chaos codex was useful for such points costs e.g: extra wound (demon essence) 15pts!)
Anyway enough ranting, heres my army list (do note we allow each other to go either 5pts over or 10pts under the stated points limit)Angels of Judgement.

So then there's my army list what do you think?
For your first Dev squad, a power fist is kinda wasted since I expect you will be able to keep them out of melee for quite a while.
Using a missile launcher and a CCW is a bit of a waste on your dread, it makes him unfocused. Use either LC/ML combo or assault cannon + CCW.
For tacticals I personally like 2 meltas instead of flamer + melta. Having a weapon that ignores armour saves scarier than having to make saves against a flamer. Unless you're playing horde armies, most people don't end up with too many models under that template
If you have lots of points left over, try adding more land speeders and smoke launchers on all vehicles. I think someone mentioned not too long ago that one land speeder makes an easy target but several at once gives opponents a headache.

I have no other land speeder models (except for my Dark Angels master of the Ravenwing)
This army is going up against eldar - A flamer doesnt let his guardians have an armour save or a cover save (he has a nasty habit of using conceal) - I have a choice of giving my master a bolt pistol and combat shield or the storm shield, why do you say the strom shield a waste of initiative?(it only costs four more points than my other master which isn't being used) I still strike at initiative 5 and i have plenty of other power weapon attacks from my librarian, champion and sergeant.
There did used to be a chaplain in the original 2730 points ( he cost 90) but i didnt really need him as much as i needed the master i'd prefer to have LD10 on all my troops than an uber hard and expensive command squad - the chaplain was hten replaced by my razorback.
th dreadnaught has an assault cannon as standard so i didnt bother metnioning it has it, so it has an assault cannon and a missile launcher - i use it as an advancing support unit for my rhinos - i find the lascannon is a waste of points as my Terminus, predators and Devestators can deal with tanks- and the lascannon only has one shot. (ok it is re-rollable but ive got plenty lascannon equivilent shots against tanks - my missile launchers have tank hunters so against tanks thats like 4 lascannons!
All of my tanks have smoke launchers - the terminus comes with smoke launchers and searchlight as standard and all my rhinos are kitted out exactly the same thats why i only said what one of them has yet all the others cost the same as the first.
I have to agree with the veteran sergeant with power fist - i could easily get two more marines from my other squads (my entire army when not cut down is atleast 3500pts) but i like to everything how it is pretty much all the time - i'll work on looking to get a plain old sergeant model from somewhere knowing me i probly have all the bits to make on somewhere. If thats the case then i'll move my power fist sergeant to my command squad and remove the power weapon one (it's one of my best painted models and he looks cool)

Woops i forgot to mention that the landspeeder tempest doesnt come as part of a squadron - the single model is all you can get as one fast attack choice - i do intend to get landspeeders for this army though they are useful.
The Landspeeder Tempest has Front armour 11 side and rear 10 an assault cannon and a twin linked missile launcher.
So basically its a fast skimming lightly armoured dreadnaught with the advantage that if it moves more than 6 inches you can only get glancing hits against it.
