hey im just starting 40k and im making an IG army. im mainly gonna be playing cities of death so take that into account. I bought the battleforce which includes
3 Heavy Wep
1 Leman Russ
and i bought another platoon of guardsmen (20 guys)
What should I do? For the heavy wep I was thinknig maybe 1 or 2 autocannons and a heavy bolter. Im going to be fighting against Nids, Chaos and Tau. Likely to be free for all. Point total im thinking 1000 or below. I intend on buying either Kaskrin Storm Troopers and/or Sentinels...and obviously a basilisk. thank you!
oh almost forgot, i dont want any abhuman forces or rough riders.

First thing to do is remember you get 12 big guns in with three heavy weapons teams, so get converting.
Going to assume you have the codex. So you need to remember how the force organisation for guard works. Specifically, you need another box of blokes or a chimera.
I would go with heavy bolters over the autocannons against nids and tau, they dont have a plethora of good saves, and a missile launcher or two in case of big things/armour.
Post a list of what you vaguely had in mind, lets people get to grips with it a bit better.

Im not sure exactly what to do with the troop command platoons. again i reiterate, this is for cities of death. thank you and its a pleasure to be part of the guard lol
Just a quick question first. How are the weapons split up int he platoons by squad ie. does one squad have the flamer and vet sarge and the other the heavy bolter or some other combo?
If playing cities of death go for weapons that dont mind having a low AP for example on sentinels flamers and multilas are good. The crap Ap of the multilas means it loses something in the open but in Cities of death it gains a lot.
Instead of the russ consider a demolisher, again its disadvatage in the open (range) is negated by the close confines, its hightened armour also helps those pesky side attacks. the hellhound is also a very good tank.
In the command squads you may want to put mortars. this means you can hide them away and still send across some fire.
Something I tend to rant on about is remnants squads for effectiveness. This is especially true of the Citie sof death rules. the small squads can ambush wiht a flamer and perhaps vet sarge with bolt pistol or some other combo. These squads are cheap and can cause some damage. they can also slow the enemy down lots. Flamers are nasty and if you hit enough people then they can even be good against MEQ's. The key to these squads is cheap and expendable.
I had good experiences with hull down chimeras with pintle mounts. As weight of fire is important in Cities of death they are very good and cna protect their flank armour very well thus losing some of their bad points. small squads of vets or stormtroopers are ideal for taking objectives as they can pack a big punch, this is also a good point as you wont be around long if they assault you.

This looks like a good start. I'm assuming you've already got the LR, and the setup isted is pretty much standard and should work well if you give it a good firing alley (i.e. a corridor of open terrain to look down) to dominate. Also, leadership may be an issue for you. Have a look at the options avaliable to you, like upgrading a j Officer to have better leadership qualities (HI/trademark item at a push). If you're playing lots of CoD, give it either the hf as you said (just bear in mind the short range), or a multilaser. More shots than an autocannon, cheaper, and its only 1S less when they're taking cover saves anyways.
