'It's Not Retreat, It's a tactical withdrawl, Sir!' Sgt Carasen to Commissar Howe
'Fall Back, Fall Back!!!' Vet Sgt Kalon
'I thought our regiment never fell back sir' Pvt Grem
'Well why don't you explain that to the nice horde of Xenos scumbags that are closing in on our position' Vet Sgt Kalon
IMO, you spent too many points on upgrades like 2 master crafts for the commissar, carapace armor for people like your hardened vet sarge and Lt. Dranson, etc. Its fluffy, but doesn't actually do much besides eat up points.
As for what to add, I think that a counter charge unit like conscripts or rough riders could be good.
Also a basilisk w/ indirect fire may be useful.

I am going to be honest and say that I am not sure that I believe you where it comes to those stats.
This list is small and contains some very expensive and very vulnerable units. This is not normally the best combination. I mean sure a refractor field is great but your average terminator is tougher than you general and you have spent almost three times as many points on your general. This can be a problem as you will find that you really need him for his leadership ability rather than his capacity for putting foes down in a fight.
I think I would look at removing some of the equipment that you have purchsed with a view to perhaps increasing the number of guys you have on the ground. At 1500 points I am not sure that this army is large enough, given the ease with which our opponents can despatch a guardsman. I mean does a Commissar really need a master crafted power weapon and a master crafted powerfist? Are Commissars even allowed that much wargear?
The main reason you take a Commissar is for his boost to leadership and that dim hope that you and your opponent both have that at some point your general will fail a leadership test and get shot. Admit it you know you want it to happen... Oh wait, you don't because you have loaded your general up with loads of wargear and then set a loaded gun at his back that will wipe all of those tasty VPs off the table if you so much as roll a leadership test poorly.
