I've been working on various lists for a while as I build up my Guard and have settled on the following army. As I'm new to 4th edition (last played in 3rd), I'm not sure if the current tournament rules for army composition are similar at all to how they used to be, ie +2 points for more points spent on troops, +2 for all units being named, etc. I used to have a lot of success with my old "stand and shoot" guard army, but I'm not sure how effective it will be in the current environment. Any advice or tips are greatly appreciated.

I don't think they use army composition scoring any more. I think you should keep a reasonable balance but that is more due to wanting to win and get decent friendliness scoring rather than anything else.
I liked this list. I think it is a bit of a shame that you have left out the veterans and storm troopers but instead you have a pile of troops, plenty of heavy weapons, a range of dangerous armour and a whole lot of lasguns.
Nice work, but so think about dropping a squad and turning them into veterans...
I think the list is pretty good
The only thing I would really change is try to fit in a standard in the HQ squad. Ld9 with iron discipline and re-rolls makes it difficult to shake your guardsmen, and can be pretty valuable for stand and shoot armies.

I think one of the reasons that you are not getting too many comments is that your list is pretty sound. You have a good range of weaponry, decent values for your units and a good mix of models to make the miniatures themselves fun to look at. Certainly I didn't read through this list and think, oh my goodess if he comes up against army a or army b he is going to get slaughtered... Instead I saw something to counter pretty much everything. I think this list works well in an all comers environment and the only real concern I would have to point out is that most tournaments don't run at 2000 points. 1500 seems to be the standard so you may want to look at how you would thin this list down if you needed to play at the 1500 level.
Thanks so much, I appreciate the feedback. Its a little sad that they did away with army comp. It always helped to keep the beardy armies in check in tournament settings.
G'day mate the only problem I have with the list is that it is too hard to read, like I'm not lazy I've just had too many to drink, consider us please, no seriously just use the spacebar or enter or something, different size titls or something, hyahahahh lookin upon my writin....classic...
