I am getting a new army, but it will be my only army. I am basing my list on fluff mostly, but I would like it to be competative. But never cheesy. I want to win because I am better than my opponent. I want thius army to be fun to model, paitn and play with, and help me to get good. I will sometimes mix it up, but for a while I was hoping to take the same list every week and get good with it. Here is what I have come up with, help me fine tune it.
Captain-lightning claws, frags, honours, furious charge 106
5 man command squad- 2 melta, 2 close combat weapons for everone else, frags
10 man tactical- 2 flamers, vet, thunder hammer 211
10 man tactical- 2 flamers, vet, thunder hammer 211
10 man tactical- 2 meltas 175
10 man tactical- 2 plasma 175
10 man devastaters- 4 multi meltas 230
10 man devastators - 4 heavy bolters 210
6 rhinos- extra armour, smoke 348
1 Razorback- extra armour, smoke 78
I'm not a warhammer veteran, so... take this with a grain of salt...

I would love to see a predetor in that list, and your dev squad with 4 multi melta are probably to much.
But that's all in my opinion
Very fluffy but highly competative without being considered cheesy by some, the list has to be all comers so you can beat anyone with it through your abilities alone, and it has to be generally fun for you the whole time. Well at least some of that should be easy to accomplish, the having fun painting and modeling your sallies. Salamanders are also pretty good when it comes to fluffy and competative, seeing as effective units such as chaplains, terminators, and drop pods/mechanized assaults/footslogging defence groups are all big things for them.
Only problem you might run into is always having fun with this list, even the best players are going to lose games so you'd be best if you could have fun regardless of whether you win or not.
The heavy bolter devs are looking good, though like your tac squads you really do not need the last two marines of the squad and should be amongst the first things to go if your ever looking for points that can be used elsewhere.
Out of curiosity did you just get unbanned recently or have you just been away from LO for a while?

Thanks! expert advice. The best think you said was that thunder hammers should go with meltas. That's really pro. It's the kindof thing most people(including myself) don't really think of, but now that you mentioned it it makes sense.
flamers are good for lightly armoured troups
meltas are good, not only for vehicles, but heavily armoured/high toughness guys and monstrous creatures. HEY! that's what TH's are good for too, so they shoud definitely go with the meltas. Very important fine tuning in my opinion.
The terminators are a good point, and I actually already have a squad of 6 with two ass cannons and a chaplain. The reason I was staying away from that is that it would only leave me with 6 vehicles, and as easy as they are to blow up, I wasn't sure that was enough. I may be wrong, and the threat of terminators, especially a nice, multi purpose squad like that deep striking is enough to make any army change their plans. I do like the mix of assaultyness with the chaplain, but also the ability to shoot when they land, to clear the area of any immediate threats next turn, so they aren't sitting ducks. They probably would be better. That razorback says "shoot me first, I'm the one carrying the commander." And it's a nice, not TOO expensive squad, but it's not a game breaker I don't think, as those terminators may be.
Multi m eltas are good for the fluff, but I don't have to be that strict. I thought they would be fun, because noone ever uses them, but that might be for a reason. However I did think they would be a versatile dev squad, because it is(was maybe) ten man, and those meltas have the same range as the bolters, so I could shoot them all together, instead of those bolters just being ablative woulds like most devs, that sit back and don't move.
I should rmove my strict ten man rule, so I can get the hammers in the squads.
And as for your curiosity.
a. I can have fun even if I lose, I was just thinking I don't want to take a bad army that give me an uphill battle or any excuses, if I lose I want it to be because of mistakes I made that I can learn from.
b. Hmm, I never got long time banned. I think I did for a couple days, can't totally remember. That and the fact that I liked warseer a bit better, I don't really like the rep system here, not because I don't have any, but I think it is unecessary on a fun gameing website. But they emailed me happy birthday and I thought I'd come look around again.
