I need more suggestions to make this better, i was thinking that instead of having 4 tactical squads of 5; just have 2 of 10?
Probably need some anti-tank weapons also?

Ditch the libby's terminator armour. He's all by himself, which means you will have to attach him to a squad (anything else is suicide. Trust me, I learned the hard way with the exact same model!), and you can't do that in termie armour anyway, I don't think. Some argue that a chaplain is better at this point level, but that's personal preference. With a good choice of powers, the librarian can kick butt.
Assault squads are good, but you really should fill them out with another five more. They'll be up close and personal before anything else in your army is, so they'll potentially take more fire than anything else. Also, the larger the group the more likely they'll wipe out the enemy, and be able to consolidate into something else.
Devs aren't bad, but they'll be stationary. Bad line of sight and you could be wasting them. That's your call.

At this stage, you and your opponent will most likely have a lot of bodies to contend with. You don't need terminators to deal with that.
The assault squad, as I indicated, will be in your opponent's face. This has the potential, especially in 1,000 points, to be the real spearhead/point unit. You need to beef them up. Also, give the sarge a powerfist and two of the "grunts" plasma pistols.
The devs need bodies to protect the weapons. Right now, you only have one guy. Once he's gone, every model removed from that squad will be a heavy weapon. Just another three more guys will make this squad a lot more durable.
To fix both these problems, you'd need to buy another assault squad and a five-man combat squad box set, which, if you do the math, cost less than a box of terminators anyway, so you'll save money to boot.
Trust me: wait on the terminators.

While these five models do eat up over 30% of your total points, I disagree with Canew in that they are something you don't need to deal with your enemy. If you want to include a unit of terminators than go ahead and do it, but keep in mind that if you do not take them you can increase your body count.
Personally, I think that if you want to go with power weapons on your sergeants, than they work best on a squad that is not built to charge, so things like bolters and other rapid fire weapons compliment them better. (Where if/when you get charged, the armour save denying weapon does not go last and has the potential to stop a few attacks from killing some of your men.)
If you do decide to go with a powerfist in your tactical squads, a meltagun, with its assault weapon type, compliments it a little better than a plasmagun.
When it comes to squads, I find that eight men works as well as ten, and in some cases is a bit better than ten. (Devestators and assault marines come to mind.) If your looking to make changes in your list that you need a few more points for, then I would suggest looking to taking out two tactical marines per squad. With those sixty points you can bulk up your assault squad by two marines and give the sergeant a weapon for example.
