this is my new 400 point list for guard. it is the first time i havent taken carapace but instead i have taken cameoline, cheaper but great for this army as i generally play in city terrain(3+ cover saves)
4 plasma guns-40
inf platoon-3 squads, plasma guns, cameoline-240
*not completely sure on this one
i dont think ratlings will be very good in this point value. add more add another squad to the platoon, you take one plasma gun off the JO and put it with that squad.
Also, take the individual point values off the JO squad

The only problem I can see wiht this list is that it relies on plasma. If you took a bad turn you coudl lose the majority of your firepower. What I'd suggest is dropping a plasma or two fromt he main command or a plasma and the power sword to get an autocannon in one of the squads. Ratlings can be good at this lower level. It is easier to pin a unit down and also more devestating (easier as people tend to take chepaer units) anything that is fairly tough can be taken down as well. Its really just accurate lasrifle fire very useful indeed.
I tried a list similar to this but I had autocannons and one less squad or some similar change. I think I also used light infantyr. It meant I was able to spread out so the enemy had to run aorund the whole board to take me out whilst I coudl hit them form range pretty effectively.

Ratlings can't take cameleoline. Don't worry though, they have a rule built-in that pretty much gives the cameleoline. Read your 'dex.
I like it. The ratlings can infiltrate and start shooting right away. Plasma can kill anything in a patrol but, like Commisarlestat said, the plasma is dangerous but this is war lol. I just used vet sqaud with 3 plasma and had FOUR overheats first round of shooting (2 died, rest were charged). Game before that I had 1 plasma in an Armored Fist who popped out of the top to shoot and he died from overheating too. Hope you have better luck - it is at least fun.
Fighting against necrons and SM etc this is great but what about orks and tyranids (or more IG)? And the 3+ city cover will help your enemy alot vs. the plasma. But if you put heavy weapons in there you will not be able to move as efficiently - not that you need to in a patrol with no objectives,
you might want at least 1 flamer, because it ignores terrain(depending on how dense the cityfighting is...)
sharpshooters does not affect plasma so its not worth it(re read the book)
so there is a lot of points freed, have fun
BTW, i forgot to tell you that sharpshooters doesnt affect sniper rifles either, so the only things you will be using it for are lasguns, which dont really kill that much anyway

I love cameloline and include it along with light infantry to get 4 or 5, 10 man 3
+ save squads but the first game i played with it ws disastorus. My opponet (eldar) unleashed over 75% of his army's fire power at 1 squad, and was only able to kill 3 guys out of the squad. I laughed then took the morale test... wich i promptly failed. The rest of the game the exact same thing happend again and again, and i would have had that game no problem if only i had increased my leadership.
Also concentrate ALL FIRE on units with weapons that ignore your cover saves. unlike most battles where your unit's save meens very little, here you spent a good portion of your army on that 3+, and losing it will cripple you (especially at this point level)
In your list i would recommend a vox network (maybe no master vox) as long as your troops dont run you will be fine with this list
