Afaik, 163 is the point cost of the SMScouts, can't remember exactly as I don't have the codex by me.
The plan is to put the Scouts as close as possible to the enemy, call in my troops and ... ofc... burn him/charge him to death :p
The IST are there for 2 reasons, one is for fulfilling the 2Troop choices and the 2nd one (since most ppl won't shoot at them since they are very weak), for capturing objectives/table Quarters etc.

List is illegal, you cannont have SM in a DH army which contains GK's.
Considering how you havent taken psycannons or melta bombs i would suggest a dread for some AT. Some armies will take tanks/skimmers even at 1000pts (I know people who takes LR's in 1k battles). Lose the scounts and add in a TLLC/ML dread for 145pts with extra armor.

Dont forget that if your tourny is more then a month away you'll more then likely be playing 5th ed (unless they have stated to you they arent). You might want to take this into account by taking the PAGK's as troops and trying to fill out the IST's a bit more. This isnt a bad idea if you dont want to add a dread, as you would only have 4 units (max 4 KPs) and 3 scoring units.
You can always add meltas or plasmas to your IST's for more AP2 or AT shootiness.
I think you need some sort of ranged AT in there though, sure the GK's can glance Armor 12 on a 6, but its not very reliable atm (your hitting on 6's if the tank moved more then 6"). A dread with at least a TLLC is your best bet with its STR 9.
In 5th ed you automatically hit rear armor in close combat, which is 10 on most vehicles. With GKs strength of 6 that is going to be a pretty decent number or glances and even a few pens (if you ever actually get to close combat a vehicle).
I would advise against using incinerators, psycannons are much better. I would use a Brother Captain in 1000 points because a grand master is much too expensive. I would beef up the storm trooper squads and give them plasma guns if you want to use them. You need some ranged anti tank, so your two options are a Rocket+Las Dread or a Landraider.

I'm going to play 4th Ed so there will be no problem with the scoring units.
I don't really know what to put instead of the scouts. My plan was to teleport my GK/TGK into close range of the enemy and purge him, sadly it seems I can't do this :/ and a LRC is a little bit expensive, although I would gladly take one.
About the psycannon: it has 3 shots, from which only 2 will hit - wounding on a 2+.
The incinerator: has a potential of hitting a lot more models, wounding them on a 3+. and it's cheaper
Also, those ISTs are pretty much useless, and a GM seems like overkill to me at 1k points. You might consider making him a Brother-Captain, dropping the IotJ, and using those points to beef your IST squads up to 8-strong and adding two plasma guns into each squad. Then you can use them as fire-base/objective-sitting squads. With the points from the illegal scout squad, I'd recommend a TLLC/ML Dreadnought for anti-tank, which your list is currently sorely lacking.

well seen as all ideas are appreciated you might consider reinforcing the whole scout and deep strike tactics by adding a imperial guard tank with comms, idealy you want all your gk to drop simaltaenously. ds is cool but with incinerators, you are thinking right, to ds right next to the army and flame them out of cover. this is gd but the range of a flamer template is about 7-8inches so you could scatter more unless you have a teleport homer.
personally i would beleive a brother captain /pyscann ds or with a squad is fairly useful (at tank bustin or operating behind enemy lines) at 91 points its a steal!
storm troopers could do with a weapon buff of plasma or grenade launcher seen as u put them on foot, which isnt bad, but a chimera could los block and transport them at key points.
i think 2 land raiders and 2 gk troops and bc would work here. its not my build but i think if you find the article on water warrior on a gk forum.
i would also get a anti tank dreadnought
