Basic Strategy: Deep strike the kasrkins and take out as many tanks as possible
Have the vindicare assassin pick off heavy weapons
Have all guardsmen squads in a position were the heavy weapons can pick off infantry and tanks
Inquisitor lord and grey knights for counter assault
I have not tested this army and is all very hypothetical, any advice is welcomed.

just a little bump
I think the Inq. Lord might do better if he were set up to have a shooty retinue. a CC Inq is about on par with a CC HSO, really. neither of them are really meant for CC.
but shooting, he can do. give him a Psycannon, and if you want to keep him cheap, give him a sage and 2 mysics. nothing more. but 2 mystics gives him some threat to DS units.
you might also consider using Vets to Deep Strike. they can take more Meltas, and are cheaper on points. I'm assuming you're thinking the Kasakrins are going to DS and die after they kill a tank.
I would also suggest dropping a squad from your 2nd platoon. either the Hbolter squad or one of the Autocannon squads, and get more GK's or fill out the Inquisitor's retinue with HBolter Servitors. more bang for the buck.
