its a good start, but for 1000pt games and higher you're gonna need some anti-tank punch. i'd recommend give both tactical squads lascannons, then combat squad them so they have four meat shields.
i'd definitely add the extra scout squad, but i'd personally prefer a dread or beef up your assault squad than a Pred. dread because they're are cooler. assault marines because they are good, but won't last too long with only 5men.

Don't give the predator sponsons, keep it bare because it costs so few points that way. Also, Telion just really isn't worth the points.

Hex, i dunno, the ability that Telion has of giving his BS to a fellow scout (preferably armed with a missile launcher), can be quite handy in certain situations.
but i agree with you on the main, he'd be better off with another tactical squad, and i'd recommend maybe giving the existing scouts an extra 5men. also, are the scouts equiped with bolters, snipers or CC orientated?
thirdly, the pred is an absolute steal, when taken with no upgrades.
5 man assault squads have the tendency to die in (very small) droves. Beef them up ASAP over that next scout squad at least. Then fill out your 5 man scout unit as well.
youve got 2 mlaunchers for anti tank, so dont get lascannons just yet. in this small of games a standard dreadnaught w/ multi melta might fare nicely. short/mid range anti tank but still effective for a 1k or less game.
As far as your sergeants go, you need to wargear them up! try to get a powerfist on every sergeant in your army, or if combat isnt your thing then combi weapons. Id reccomend getting a pfist on the assault sgt though, over the power weapon, as it will come in more handy for wiping up elite units in CC.
the pred would probably die pretty quick btw, as it will be your only tank. i wouldnt add it until later on (more points).
