i'm new to space marines, just read the codex and did a little research and here's what i'm thinking for my first 500 point army:
10 man tactical squad (flamer, missile launcher, sergeant with chainsword)
5 man assault squad
5 man scouts squad (sniper rifles)
the idea here is the tactical squad splits into two combat squads. the first squad, with the sergeant, the flamer, and 3 bolters, gets in the rhino with cassius and heads toward the enemy followed by the assault squad, which uses the rhino for cover until assaulting. the second squad, with the missile launcher, stays put along with the snipers and offer fire support/pinning/shoot vehicles/etc.
please offer any and all criticism as i'm new to space marines. i'd also like to put together a 1,000+ point army by combining the above with (these are all the models i have):
captain (power sword + bolter)
techmarine (power axe + bolt pistol)
librarian (force weapon + bolt pistol)
dreadnought with multimelta and fist
dreadnought with autocannon and fist
5 terminators (storm bolters + fists)
5 scouts (blot pistol + combat sword)

Righto, with your 500point list, it looks good!
Some consider taking special characters in a 500point army a bit cheesy, but it is perfectly legal, and i think taking Cassius is a pretty good option here, especially with his T6 and FNP which he will grant to the squad. The problem with how you're using him is the attached squad needs more attacks to take advantage of his Liturgies of battle rule. For the same point cost, you could take a normal chaplain with a jump pack and attach him to the assault squad - making it pretty darn effective at assaulting anything you'd face in a 500point battle... up to you though.
As for the other troop options/etc, I think your pretty close to the mark! Give them a try and let us know how they work out for you =)
For your 1000point+ list, there are a few things you need to look at.
Firstly, you already have a Chaplain from the 500point list, so I would drop the Librarian and keep with the Chaplain until you have a larger force and fancy a change.
Next, I'd take a close look at the Captain's war-gear. By giving him a bolter, you'd loose the extra attack for two close combat weapons. A bolt pistol would fix that, but if you're after some real hard-hitting, I'd take artificer armour, relic blade and storm shield, giving 3xS6 hits with 2+/3+ saves for 160points - quite a powerful package!
I'd expect you to take the tactical squad and scout squad from the 500point list as your two troop options so deploy all the scouts together and split into combat squads - this saves 10 points over deploying two separate scout squads.
You've also noted 4 elite options there by the way. I know you're probably thinking about giving yourself options when it comes to the fight, but I'd get a basic army together before considering substitutes - so consider loosing an elite option (dreadnought/techmarine/termies).
From the models you've listed, I would make the following 1000point list:
Chaplain Cassius = 125
Captain (with my war-gear options) = 160
10 man tactical squad (flamer, missile launcher, sergeant with chain-sword) + attached rhino = 205
5 man assault squad = 100
10 man scouts squad (5xSniper rifles/5xBP & CCW's) = 140
Dreadnought with Multi-Melta = 105
Dreadnought with Assault Cannon = 115
Techmarine = 50
Total (with my war-gear) = 1000

one of the reasons why i thought cassius over a jump pack chaplain was his flamer; after disembarking from the rhino, the squad (cassius, sergeant with power fist, flamer, 3 bolters) gets 2 flamer shots in before assaulting, which could potentially be pretty devastating even before liturgies of battle. whether thats worth more than having nearly double the rerolls, i'm not so sure. it does give me 2 scary squads rather than one though.
as per the 1,000 point list, how do you suggest i equip the techmarine? the model i have includes a power axe, which doesn't seem worth it in this setup (+15). i'm assuming the techmarine's just gonna hang out near the dreads and try to fix its armaments, right?
also, i like you're idea for the captain, and i'm wondering if the sword on my model (the plastic one from assault on black reach) can count as a relic blade. i figure i can just make my own storm shield out of all the AoBR ork units i'm not using.
Looks good, and you can get most of these models from a battleforce, if im not mistaken. Or maybe you based your list on what you already have.
As you are THAT walker/vehicle heavy, you might want to scrap the Techmarine and add more marines. Although Dreads do get immobilised faily easily.
And by the way, you also are placing too many points into HQ. I think a single HQ will do nicely - like a librarian in temrinator armour joining your terminator squad. Do a bit of research and watch some games so you can get a feel of what you need and like in an SM army.
As for tactics, your army would to really well if you took assault terminators instead of shooting ones and gave a teleport homer to your scout squad. Infiltrate the scouts deep into the enemy, deep strike (it doesnt scatter, so its good) your Termies, hopefully accompanied by a Terminator Captain or Librarian. Then charge into the enemy where it hurts, using Vortex of Doom vs. hard stuff and the like. Plus, you get to use the force sword which can instal-kill, which is useful against MC's.
On your 1000pts list,
dont get more scouts, 5 with snipers is ok. Just convert a teleport homer for you squad leader
buy the terminators (with cyclone launcher!)
chappy looks cool, if you can get a jump pack HQ and place him with your assault marines.
or buy a terminator HQ as i said before
Dont buy dreadnoughts unless you are drop-podding them or you have lots of experience in the game. New SM players get dominated because they think their dreads are invincible - they arent
Buy more tactical marines!
I highly recommend a core squad of 2 x 10 man Tac Squads in rhinos.
Tack on a few more assault marines if you have the points.
