Three friends and myself are taking part in a 750pts tournament.
I like balanced lists that are both good and fun.
After showing one of my friends a 750pts list that contains -
2x 5 Stormtroopers (Doctrine-Grenadiers)
3x Leman Russ],
He wants to run this list. It seems boring and lame.

Well, with no upgrades on anything, by my math he has around 175 pts leftover. So he could max out both stormie squads, throw some upgrades on the tanks, and get some special/heavy weapons in there.
Strictly speaking though, its probably not nice to put 3 Russ's in a 750pt list, though I'm not really one to talk cramming a Demolisher into 500pts

Taking that many russes in a small list is a mean smurf nerfing list that isn't going to make you any friends.
If someone decides to bring say... Carnifexes with the toughness 7 and armor value 2 upgrade you will be screwed. The russes are really great anti-heavy infantry but they aren't good at everything. You might destroy all of the meqs but a nidzilla list will eat you lunch. You might do better with a more balanced list.
the problem with this list is its three russes paying a premium (ie. the three almost useless squads)
Now its a little mean but let him take it and cram in loads of antitank he wont stand a chance! or if you are feeling nice....
the list could drop a russ and using the extra points (im assuming a triple hb setup for the russes here) would have 300 points spare. now a three chimerae one for each other choice and a couple of special weapons could work for a fast dangerous force,

chimera multilas heavy bolter
2x 5 man grenadiers w/ 2 plasma
chimera with multilas heavy bolter
2 russ triple hb setup
thats 7 points over so perhaps drop a plasma and get smokes on the command chimera. That woudl put a huge amount of armour on the table for such a small game and also give thre versatile squads. something to think about anyway.
as far as boring and lame the list you put up seems to be quite boring why not just go armoured company?? in a friendly atmosphere where people want to play balanced lists perhaps restrict troops with a few rules this can easily be done with the force organisation chart or even using the comabt patrol rules as a guide.
Say combat patrol rules however one piece of armour allowed which is heavier and also two troops choices rather than one as compulsory?

I'm sorry I think I misunderstood. Your buddy wants to bring this list? Bring plenty of flanking autocannon sentinels. I would bring lots of infantry and give my infantry missile launchers. Just try to keep them alive until the sentinels show up and start popping leman side armor. Not my style, but two basilisks might hurt him good.
It's not really that good anymore unless you're playing Annihilation. You have almost nothing to hold objectives, and your troops aren't very strong and don't pack a huge punch to protect themselves.
I'm a big fan of specialized lists and threat denial, but not at this points level. You'd be better off going all infantry, rather than trusting to AV14 on your front.
Commisarle's list is quite a bit stronger IMO, plus you have the mystery of what's actually in your Chimeras. Gives you that slight psychological edge and tons of mobility.
Armored Company is just about unplayable though; maybe you could get 4 tanks in, but it'd be tough.
