    This list seems pretty good to me however you are lacking anti tank. The main command should swap it's setup with a platoon command (better leadership, needs to hide, etc)

    The russ woudl be better off with the triple HB setup, but you still need to get a couple of anti tank weapons in the list, say a couple in the second platoon, some points for a sentinel or two perhaps. It may be worth dropping the indie commisar to get them at this points level. Just use the conscripts for tank protection duties or a fire screen for now.

    My main opponent's heaviest armour so far is a rhino. I'm fairly sure the hull lascannons on the Russ' and the command's auto would be enough. Though, more autocannons is never a bad thing. My greatest concern is CC. Is this list suitable to deal with CC specialists and jump infantry?

    drop the flamers in the conscript platoon, as well as something else so you have enough points to make it a 30 man conscript platoon, believe me that many lasguns cause as much damage as 2 flamers, and it adds 10 men to the survivability of the squad.

    drop the heavy bolters in the infantry squads, and the sharpshooters, sharpshooters use to be worth it for heavy bolters, but since 5th edition everything has cover, so you might as well go with templates, they can cover more models.

    insted take autocannons/missile launchers(autocannons for light tanks, missile launchers for enemy troops, i usually cover around 5 guys with 1 blast XD)

    grenade launchers are better than plasma in my expierences(unless against those stupid terminators!!!!!)

    and if you use them right, and know when to charge foward and burn and when to sit back, flamers can be the nastiest special weapon.

    So should I or shouldn't I take flamers? At the beginning you say "get rid of 'em for more men" but at the end you say (out of the blue, I might add) that they can be "the nastiest special weapon."

    Regarding Sharpshooters and cover: If everything is harder to hit in 5th, then taking something that improves your chances of hitting is...bad?

    Your other suggestions, however, seem pretty solid. I'll consider them for the next draft.

    You need to give sharpshooters to every squad that can take it or none at all, i'd say drop it and get some special weapons. The conscripts would do better with grenade launchers now that they are guarinteed to land somewhere and have much better range than flamers.
    Commissarlestat is right with the russ 3 heavy bolter setup. maybe swap the commissar for an outflanking autocannon or lascannon sentinel, if you can find the points 5 vets with 3 meltaguns is never a bad idea.

    You do not have to take Sharp shooters on everything. In the Guard Codex the rule states "This ability costs 10 points for a unit and CAN be applied to any Guard Infantry unit with at least one BS 3 model." Nowhere in the rules does it state that every squad has to take it or none at all.

    Also flamers on consripts aren't a bad idea, every army needs to assault objectives, not every mission in a cleanse, flamers are good because they ignore cover, and will hit more foes (doing more damage) than a grenade launcher for less points.

    ok i meant drop the flamers on the conscripts, they are good on reg squads and command squads tho

    and blasts are king in 5th edition drop the heavy bolters and sharpshooters. sharpshooters is not inportant if your using it for lasguns, you should swap your heavy bolters for missile launchers or mortars

    autocannons are alright for a infantry heavy weapon, but do NOT use them for enemy infantry(unless you have no other target) they are for use against high toughness units(toughness 6 or higher) and light to medium vehicles(av 12 or less)
