I'm a long time Ork player and after picking up the Assault on Black Reach set, I've decided to start playing Marines.
Here's my basic idea for a list (I may be a little over or under on points, as I don't have the book with me):
Librarian w/termie armor
10 Tactical Marines w/powerfist, flamer, multi-melta, rhino
10 Tactical Marines w/flamer, multimelta, rhino
10 Scouts w/powerfist, shotgun on sgt, close combat weapons (all)
5 Scouts w/powerfist, shotgun on sgt, close combat weapons (all)
7 Grey Knights
Dread w/multi-melta, storm bolter, drop pod
Dread w/assault cannon, flamer, drop pod
5 Assault terminators, 2 with lightning claws
Land Speeder Storm w/heavy flamer
6 Marine Dev Squad w/3 Missile Launchers
This is just a rough idea for the list. Any thoughts?

HQ: Nice model. With termie armour you can move and fire vortex due to the relentless rule. Null zone or gate of infinity are also good options.
Elites: Dreads are good. A locator beacon on a drop pod would help bring the termies in by teleport. Terminators are also good and have enough 3+ invulnerable saves to keep you alive even if you choose to footslog.
Troops: Tac squads are fine. Give shotguns to the scout sergeants so they get 2 shots before charging (the bolt pistols don't give bonus attacks for them anymore). Grey knights are fine and it is good that you didn't take any upgrades.
Fast: Get a heavy flamer version as it doesn't get effected by the poor BS3.
Heavy: I don't like the devastators as they are too static. 3 MM armed attack bikes would be better, more mobile and cheaper. AC/2LC pred would also be good as you have plenty of other tanks to split enemy AT fire.

I'm afraid 3 attack bikes are probably not an option, but I do have a vindicator. Would a vindicator work better than the Dev squad?
Can I give the sergeants both a shotgun and a powerklaw? If I can, then I definitely will.

I was thinking of marching the Librarian up with the terminators. Is this a good idea, or are they better off with the Grey Knights, or somewhere else entirely?

I hate to be the bearer of Bad news, and correct me if I'm wrong, but I believe you can't take Grey Knights with Space Marines.
Nope, as per the Daemonhunter codex, you're allowed to field up to 2 troop, 1 elite, 1 fast, and 1 HQ choices from the Daemonhunter army in any Space Marine or Imperial Guard army, as long as the compulsory HQ and 2 troop choices are filled with the army's (SM and IG) own troops.
This makes it all but impossible (and definitely impractical) to include assassins, marine assault terminators have better storm shields than Grey Knight terminators, and tactical marines/scouts are better than Inquisitorial storm troopers, but Grey Knights themselves are still a solid choice. I usually field 7-8, possibly with an incinerator. The fact that they have storm bolters, are all fearless, and strike in close combat with strength 6 makes them a good addition to most armies.
