Made changes...following statement no long completely accurate.
I don't know what to do with the last 69 points...might add 6 more rough riders and play 3 squads of 9 if I can lose two more points, or get some Honorifica for a junior officer.
The plan is going to be to blaze away while I can with las cannons.
Maneuver troops to put down kill shots with flamers. Remnants will walk behind chimeras.
Vets will try to pinch vehicles away from the board edge hopefully making them more apt for a lascannon shot by either infiltrating on Table quarters or outflanking in other deployment styles.
Russes will be Russes.
Ogryns and storm troopers will try to bolters the line to stop assaulters follwed up by a charge from the horsemen.
Ratlings are there soley to annoy the enemy. Just infiltrate them out of the way and fire.
Not a super competitive list, but I do like to beat my friends. Probably just a one game list, but would like to fix anything that is irrationally moronic.(I normally play Nids, Templar/GreyKnights, so this should be a different experience for me.)

Do you know what you will be playing against? If I had 3 Landraiders and actually paid attention to your list, I would kill your 6 lascannon squads ASAP and then tank shock you for the rest of the game. Maybe a few more meltas scattered about?
I really like that you have 8 tank hulls. I'd love to see at least one hellhound since in a 3000 point game you always end up with models tightly packed on a 4x6 table, even 4x8.
I have 10 lascannons-each of the platoons also has two, do I still need more?. I like the idea of the Hellhound, but don't want to have too many tanks on the board. Is one more too many? Wouldn't nine tanks be like 8 Monsterous Creatures, which is unreasonable in a friendly game.
TOO MANY TANKS? That's what Guard are there for! I would drop the Lascannon support and put in some Lascannon-toting squads or more squads with Missile Launchers. Also, shave the veteran squad down to 5 as they will die the next turn anyway. Use leftover points along with leftovers from the lascannon support section to get a HellHound. Like this:
x2 Anti Tank Squad lascannons= 220 points+16 points(leftover veterans)+ 69 points(leftovers)= 305 points
Use those 305 points for a hellhound with smoke launchers and extra armor, and add squads with veteran sargents and lascannons.

I would like to see at least one of your Russes a Demolisher and try and get a Hellhound in play as well.

So I made some changes and edited the top post to match.
Added the Hellhound and upgraded to a demolisher.
Down graded my Senior Officer to just a mortar. I plan on leaving him out of sight (as much as that is possible these days) near my anti tank squads for leadership. Hopefully he can sit mostly behind a Leman Russ.
Upgraded a Junior Officer to senior status and plan on running him up with the frontline infantry. The demolisher and atleast two chimera will provide him a screen. I may have gone a little too crazy on this guy, but I like the idea of a tough guy leading my frontliners into battle. Horsemen should be near this squad aswell...hopefully this is were the action is, which is why I wanted high leadership in the area.
Cut 3 vets, and a remnant squad to make the points to upgrade other squads.
Otherwise the list is mostly the same though I added 2 meltas for anti tank, and lost a heavy bolter and a flamer.
I wouldn't worry too much about over being overbaord with AV12 hulls in a friendly game. 3000 points buys a lot of lascannons, powerfists, monsterous creatures, etc. Unless your opponenet plays hopelessly weak lists, expect to lose an average of 2 hulls per turn.
One doublecheck: Your Stormtroopers are actually Grenediers, right? The main difference in nomenclature being Elites/Troops.
Yeah storm troopers are grenadiers. change made.
Played today, game went alright except that it was anihilation/dawn of war which seems like I got the worst of both rolls. I brought 31 kill points to his 16. Final score 17-9 dark eldar win.
Of my 9 tanks I only lost 4 (2 chimera, hellhound, and a russ). His dark lances were not very effective. Though my demolisher did very little (couldn't shoot turn 1, stunned turn two, scatter turn three, out of range turn four (damn nightshields) and heavy bolters for a killpoint turn five) and my hellhound did nothing (first round out of range, second round I got greedy and tried to hit 7 models instead of 5, which put it 1/2 inch out of range...lame...then it lost both weapons and died tank shocking.
I deployed with most of my guys on one side (which he avioded with everything except 1 squad of guys and a deepstrike of wyches...which were quickly anihilated) and the other with my tanks along with calvalry, ogryns, rattlings, a few guys and my HQ. He jetbiked into my guys, then got ridden roughly, in two different spots, then his HQ came by cleaned up my HQ, and my Ogryns which wasn't even a close fight). Skyboarders cleaned off the horsemen and rattlings, then were taken down by the demolisher. My armored fists did clean up some raiders in the middle, but other than that not much happened.
Units that did well--armored fists, 1 infantry platoon, rough riders (though not for kill points), fire support squads, and my grenadiers (which only shot once, then got back in their chimera and didn't lose me any more points)
Units that underperformed--Heroic Senior, nothing, didn't help anyone pass a leadership test, mortor killed a few guys, probably not 90 points worth. Demolisher, 2 or 3 kills the whole game. HellHound was a fire magnet and missed his only shot because of range. Lascannon squads couldn't hit at all. Ratlings killed one model. Outflanking vets came on perfectly then missed with all three meltas and got pounded by the squad as it got out of the unscathed transport.
Things that would have helped--A bassie would have been nice. More rough riders instead of the hellhound seem like it would have been nice, but I am not sure as the fire it drew was pretty incredible. And starting with all of my guys on the table...oh and playing for victory points instead of kill points because the game really did seem like a draw, except that I brought double the kill points, and he seemed to kill only low point units (2 rough riders, HSO+staff , 2 Chimera, 2 Armored Fists, Vets, Hellhound, Ogryns, Ratlings, Leman Russ, Fire support squad, Anti tank squad, and 15 guardsmen). 1539 points total. I gotta think I did more than that, but I am not sure.
