Here's my idea of what I will use for my first army...
It's worked so far, but I only used 1 assault squad, not 2. I replaces the Venerable Dreadnaught with another assault squad. Oh by the way, they're Ultramarines.
Marneus Calgar w/ Armour of Antilochus (265] + Honour Guard Squad w/ 3 relic blades and a combat blade (160]
Marine Captain w/ Jump Pack, Melta Bombs, Lightning Claw, Storm Bolter & Artificer Armour (168]
Tactical Marine Squad (5 Marines) w/ Power Fist, Melta Bombs, & Combi-Flamer (130]
Tactical Marine Squad (5 Marines) w/ Combi-Melta, Power weapon & Melta Bombs (120]
Rhino w/ Hunter Killer Missile + Storm Bolter (55 )
Assault Marine Squad (5 Marines) w/ Power Fist, Storm Shield & Melta Bombs (145]
Assault Marine Squad (5 Marines) w/ Power Weapon & Melta Bombs (120]
Devestator Squad w/ Plasma Cannon, Heavy Bolter, Missile Launcher & Lascannon (165]
Dreadnaught w/ Lascannon, Extra Armour & Heavy Flamer (160]
And that's it... with 12 points left over.
If you have a better idea for my army list, here's what I have:
Land Raider Crusader
Dreadnaught (And Venerable)
2 Assault Squads
2 full Tactical Marine Squads
Marneus Calgar w/ armour of antiliajdofhalf
Scouts (No shotguns)
Space Marine Captain(Can be counted and used as Chapter Master) w/ Jump Pack and have loads of weapons for him
1 Honour Guard squad

I would combine the assault marines into one unit.
5 man squads are very vulnerable.
Your enemy only has to exert half the effort to get a kill point.
In 5th edition, it's all about the troops as they are the only units that can score. You can't win if you don't have enough troops and the best you could hope for is a tie. That said, you definitely need to bulk up on your troops.
In 1500pt games, not too many people have 2 HQ's, especially if they're using a special character. Personally I think the honor squad is too expensive and would drop it in order to get more troops. I would also drop one of your HQ's. One is enough IMO.
Btw, you do get re-roll's to wound with just 1 lightning claw...you just don't get the extra attack for having a second close-combat weapon unless it's another LC.
Get at least 2 full 10-man tactical squads with at least ML & Flamer if nothing else (hey...they're free!) and upgrade them from there. This way you could split them to 4 scoring units via combat squad if you liked. I would also get a rhino for each squad. IMO, you should have at least 3 units (which could be further split to 6!). The only upgrade you need to consider for your rhinos is Extra Armor. Forget about anything else.
Like everyone says, combine your assault squads to 1 big unit. Much better survivability.
Like Fallenangels said, dedicate your devastators with a purpose: anti-tank or anti-infantry (or maybe even both). Good thing with combat squads, you could do just that. Split your devastators into 2 (just make sure the original is 10-man): 1 squad of 5 with HB & PC for anti-infantry and the other with LC & ML for anti-tank.
Instead of Heavy Flamer for your dread, get missile launcher instead for ranged anti-tank. I like to put extra armor for them (so they can get into cover if stunned) but that gets expensive.
See I disagree with the common theory that it is better to dedicate Devastator squads. Assuming you don't tailor your army to each army you face then you will want a devestator squad that can take all comers.
I think either a straight 4 man missile launcher unit or two heavy bolters, two lascannons is the best bet.
The reason for this is simply that two lascannons should be enough to take out (or at least cripple) most tanks with AP 12 or 13
Two Heavy bolters should be enough to make a dent in most squads. Remember also that two lascannons' are not useless anti infantry weapons. There are plenty of infantry units such as Battle Suits, Terminators Plaguemarines and so forth which lascannons are well suited to bringing down.
Thanks for the help guys. I think I might get rid of Marneus and his honour guards? They take up like 400 points anyway. For that, I could get a land raider crusader and make my dreadnaught venerable.
As for the put the assault squads together idea, yeah I'll try it out. I'm going to keep my Marine Captain, because he goes around with the Assault squads, melta bombing this and that and slicing stuff up with his lightning claw.
The Devestator squad I think I'll keep, however, I might change the missile launcher and the Plasma Cannon for another Heavy Bolter and another Lascannon, although Lascannons are expensive... Also, you can only get 4 heavy weapons in a devestator squad I think?

Terrible list. Needs a *LOT* of work and I mean a lot!
Marneus needs an attack bike mounted with demolisher cannon. It's pricey but it keeps him mobile. Also you need to give him a thunderhawk gunship. "GET TO THE THUNDERHAWK!!"
Assault squad all need lascannons that way they become a great mobile anti vehicle squad that can also stand ground in an assault with the 'lascannon club of lasery death' rule.
Tactical marines are not *TACTICAL* enough. You need to make them more tactical by applying tactics to the squads, without tactics you will fail!
Rhino is good but it needs a red paint job and more dakka. Maybe a lascannon? I like me lots of LOLcannons. Marneus can mount this for extra extra mobility. Move him 12' with the rhino disembark move 12' with the attack bike then fire his demolisher cannon, orbital bombardment, twin linked lolcannons(mounted onto attack bike ) then assault! Good for dealing with most armies.
I'D be tempted to tell you to take 10 lolcannons in the dev squad however you've already got a lot with these changes. Instead you want to tool them up with bolt pistols and close combat weapons and charge them forwards! The last thing your enemy will expect is your heavy weapon support team to ditch their guns and run across the battlefield as if enraged by Khorne. Honestly best tactic here it provides the element of surprise. Read some Sun Tsu.
The dreadnought is okay. You have LOLcannons at least. That does remind me that you should probably take extra extra extra bionics for Marneus. With that even if he dies on a roll of a 6 he becomes encased in a dreadnought and can stompy stomp all over the enemy forever and ever. "I have awoken..."
You could take a LOLraider but make sure it has plenty of LOLcannons and ROFLbombs and for the love of the emperor don't put it near any nasty lance weapons. LOLraiders are deceptively shitty at taking damage and your prized tank disintegrating on the first turn will make you cry. It all be hilarious. But you will cry.
With these changes you *may* have a competetive army list but you still need MOAR tactics to make it good. Oh and don't try to play any good armies like Eldar with it or you will get your face handed to you old school style.

That is uber win, yeah I'll just take the jump packs off all my assault squad and take the termie armour off Marneus. I'll give Marneus the Thunderhawk Gunship so he can be all ' Get to tha choppah ' and them my assault squad can jump out of the thunderhawk gunship and 'swoop down' with their jump packs!
... Oh wait... *Splat*
Anyway, yeah thanks for the advice guys. i think I'll get 1 more lascannon and 1 more H Bolter. I'll think about replacing Marneus, although he does really do some great damage to the enemy, and they all try to go around him because he's like indestructable. So I might get rid, might not. I'll also just keep my two assault squads seperate and make them go around sticking together, that way I have 2 melta bombs and 2 sergants. The more dakka, the better, eh?
I'll kit out one squad with 10 men. The other will just go on assault missions and probably be all rapid fire on their asses. I'll keep my captain with his jump pack and jumpy-ness so he can stick with the assault squad, and he's pretty damn tough too.
