So I originally posted a list last week utilizing a list based around the Ravenwing Battleforce Squadron (modeled as Vanilla Marines). I did not get too many comments on it, but it seemed balanced and pretty competitive.
However, it was missing that flair that comes from having a good backstory, good fluff to support why all of these units are on the table, etc. I was having trouble coming up with anything other than "White Scars without the white armour..."
However, I still am new to Space Marines. I still only have a Ravenwing Battleforce to work with, and I want to utilize all the models (almost finished assembling it, but waiting because I want to choose a color scheme I will really like).
What I came up with was a pretty heavy modification to the list, but I think I have good fluff to back it up...my new chapter basically strictly follows the Codex Astartes, like most Vanilla Marines, with one exception. Instead of two reserve companies (6th and 7th), my company only has one, the 6th. The 7th, on the other hand, serves as a company-large intelligence service. My chapter's central tenet is that the only way to defeat Chaos (one of my main opponents) is to gather together as many powerful Chaos relics as possible...and destroy them. To this end, the Chapter has designated the 7th company's Captain with the task of primarily finding these relics, bringing them back to the Fortress Monastery, and breaking them with the ancient Power Fist in the vault (no one knows where it came from, of course...)
So that is the fluff. Basically, this force below is 1000 points, and brought on-planet by a single Thunderhawk. Once the Scouts find the target, the Space Marines roar in hard-and-fast, steal the artifact, and butcher whatever enemy happens to have it in their possession.
Anyway, on to the list!
Captain w/ Power Sword, Melta Bombs, and a SM Bike
My only real assault unit, he travels with one of the two biker squads, and provide counter-attack wherever it is needed on the board. He makes the bike squads scoring, which is huge in this list, and packs a mean number of attacks on the charge at a decent I.
10 Scouts w/ Sniper Rifles x9, 1 Heavy Bolter, Camo Cloaks
The stationary objective-holder. They are equipped to only fire at infantry targets, and hopefully provide a nice pinned target for my bike squads. Pretty tough with the extra cover saves.
10 Scouts w/ BP & CCW x9, Power Fist & Shotgun
The out-flanking force. I want to have these guys come in off the side of the board just to disrupt the force of the enemy. Want to utilize cover to advance towards enemy objective/main force in annihilation. Still, more a support unit as objective taker than an actual hard-striking unit.
4 Space Marine Bikes w/ 2 Plasma Guns, 1 Attack Bike w/ Multi-Melta
4 Space Marine Bikes w/ 2 Flamers, 1 Attack Bike
These two units (with the captain) probably Turbo-boost the first turn or two to get the enemy on a wild goose chase, while waiting on a good pinning roll or a good tactical opening to deliver their particular brand of death to MEQ or Horde, respectively. Plus, they are scoring! If they have anyone left, they can help contest/claim objectives.
2 Land Speeders w/ Multi-Meltas
This squadron Deep Strikes in and guarantees they will reduce the opponents largest, most expensive vehicle to slag. Pretty simple. Should make their points back in one turn.
Total - 980 Points

First off...I LOVE the storey!! Nice job!!
This list is very original and looks like a lot of fun to play! Bikes are tough and scouts are brittle (compared to power-armored brethren). Play carefully, using terrain to your advantage. Give your captain artificer armor (You have the points for it.) Keep your bikes out of the assault if you can, but if you have to assault, try to hit with everything at once, including your CC scouts!

4theEmperor - Thanks for the support for the fluff. I wanted something that seemed believable, but still provided some real motivation for my captain and his squads. Now, colors/names can come easier as well...
As far as adding artificier armor to the captain...I was concerned that since I had no tanks, all anti-tank weapons would be firing at my bike squads, making a lower armor save less important. Also, I start getting concerned when my HQ for a 1000 point game is 18% of the points, especially since this guy isnt uber-killy. Any other suggestions for those 20 remaining points? And am I completely wrong about not putting artificier armor on the captain?
Artificer Armour for a Bike Captain is quite useful because it means you can assign wounds to him and watch him shrug them off, thus saving yourself more bikers.
For the Twenty point gap, give the Land Speeders a tornado heavy flamer each. Another option is giving the Captain artificier armour and melta bombs, or giving him a storm shield and melta bombs.

Maybe use the extra 20 points to give melta bombs to your bike sergants and the remaining to give the second attack bike a multi-melta, that way the bike squads could hunt vehicles while waiting for the scouts to pin squads.
If you use combat squads on your sniper squad you could pin up to two squads, one for each biker squad.
Maybe change the ccw scouts with biker scouts so you can cause chaos with mines as well as give your speeders a soft landing.
more anti tank. all i have to say is at 1000 points i can bring 3 leman russ with heavy bolter and some serious drop troop assult forces. a battle tank shot can insta kill the captain. the scouts then rely on 4+ saves and thus must use cover which can be ruled out by hellhounds and flamers galore.
rememeber, templates are not your friend, and anyone can fail 4+ saves.
If i were you i's drop a bike and see if you can get some power fists on those bike mounted sergeants. I like the list though.
Maybe you could consider that instead of having your men use the sacred power fist to destroy the chaos relics just burn them down to ensure a complete and utter destruction of your enemies valubles. This could be done by say a flamestorm cannon, those have pretty (for lack of a better word) burny stats.
I'm a huge scout fan but I usually take some tactical marines to bulk out my force, tel me how your guys do.
