No it does not. Chronus is an optional upgrade for a tank.
HQ: A very expensive squad with plenty of devastating firepower. I think if I was going to take such a unit I would buy 2 storm shields to give better protection against hits that ignore armour and FNP.
Troops 1: I think I would combat squad these and take a razorback.
Troops 2: This squad could use the flamer better.
Troops 3: Fine. Meltas would be nicer
Elites: Drop the meltas for 2-4 combimeltas. They are unlikely to be left alive to get a second shot at a tank so might as well make sure. They can also gun down termies and get to keep the special ammo for all squad members for future turns.
Heavy: Fine. Swapping it for a single land speeder or attack bike with MM would free up a few points for other upgrades.

Id say if you wanted to make it totally mech orintated you should at least include a techmarine to complete the image, and if you're going to just bikes you might as well include khan in there.
The command bike squad is a great option that's hard to take down, but just like anything in the game with enough firepower its going to hit the ground.
Assuming you dont pivot on that one unit taking down harder things such as a carnifex and the likes then thats ok. But as mentioned before its a big points sink. If you keep the bike theme id sugest scrapping the idea of being a full mech army in favour of a full bike army. Then again im a big than of a running theme, working to your best interests and such.
A unit of basic terminators would probably do a little better than the sternguard just because you have the drop pod, when you deep strike the terminators they wont scatter and will be more useful.
If you really want the meltaguns for tanks on the sternguard then, a crazy idea here, you could include a nice small unit of legion of the damned. Give them a melta and a multi melta and because they can deep strike they'll land safely with the drop pod, putting the pod near your biggest armoured concern would make that tank go away with your damned unit. Im a fan of deep strike with a drop pod because it makes for a nasty surprise.
