A friend of mine has asked me to help him design a list for the new IG codex and frankly I'm not an IG expert. He wants a thematic 1250 list and I suggested Penal Legion for fun. I know enough of the new codex to know that the Legionnaires are not really as good as vets but I have some models that I could give my pal to start him off ( a Valk and some legionnaires catchacan bodies/cadian heads )
Here are my initial thoughts ...
FW renegades painted in orange prison breakout unifornms or even Necromunda gangers.
Use Valks or Vendettas as their escape vehicles.
Pick a character that makes sense ( I like Straken but is he fluffy for this list? )
I like Scout and Stubborn but I don't like the randomness of the roll - I thought we were done with random rolls?
I'm not sure if I need a command squad with vets and how that can be themed into the list. I'm thinking that the vets can be modeled as deserters who join up with the legionnaires.
This being the case it would be
Command squad with Straken and vets with melta mounted in chimera/valk
6 squads penal legionnaires
Valks and Vendettas
Any suggestions refining this list, adding in fluff and tweaking it would be greatly appreciated. I don't want to get overrun by it , lol. But I think my 1250 Eldar will survive it.
Penal Legion list eh? Legionnaires, Guard regulars and Commissars to keep them in line, and anything readily available for even this scum (Russes, Chimeras, Sentinels).
I don't see Penal Troops getting to ride in Valkyries though.
Something like this?
-Command Squad w/ 2 grenade launchers, Chimera
-2 Infantry squads w/ Chimeras, autocannons, grenade launchers
3 Penal Legion squads
Still competitive with plenty of armor and lots of shooting, but keeps that Penal Legion theme going, throwing them against the enemy while the real Guard do the work. Throw the Legionnaires in the Chimeras or outflank them. Tanks could be a problem, so meltas here and there wouldn't hurt.
Good catch, I probably should throw some meltas in there. At 1250 you can be a bit more lenient with the heavy anti-tank, but dropping a Russ for melta Vets in a Chimera wouldn't hurt.
I think his fluff is more along the lines of escaped prisoners than proper full on penal legion, hence why no commissars and a Commander whos crazy (straken) and most likely stolen valks instead of tanks since its easier to escape the authorities in summit that can fly compared to something which rolls
Ah, renegades and deserters instead of actual penal troops.
In that case, Vets and Penal Troops are order of the day. Deserters and the recently sprung, add in Battle Psykers, Ratlings (tricksy buggers), Sentinels, Russes, and the like. I don't know how deserters could scrounge together a fleet of Valkyries, but anything works. They took over a landing pad and escape on a high jacked cargo ship with a flight of Valks. Similar to our modern day pirates, using small and quick vessels to overwhelm a larger one.
This was my initial thought for 1K but I don't like the command squad that much. Any ideas there guys?
Yep they are escapees ... the psykers from the forensic unit ( insane prisoners ), the Snipers as sneaky little stoolies you find in lockup, the vehicles stolen to escape the prison. I just don't know how the CCS fits in yet and really would like a few ideas there. I'm not unhappy with it though. I did want Straken but alone he is very expensive at 1K and I would not get the extra Chimera or meltas. I also like Astropaths but again I think they have to wait for a larger list.

You could run a Primaris. It's not optimal, but very fitting for a renegade force.
