this is my first 1500 pt army I play against a nid army a chaos SM army orks and tau.
anything will help thanks.
SM Captain w/ relic blade PP artificer armor
Command squad with 2 PP and 2 PS
Sternguard w/ 5 combi Plasma
2x tac squad (10 ) w/ PC Melta PP
tac squad (10 ) w/ MM Flamer PP
Dev squad (5) w/ 2ML 2PC

well I cannot say much but as a tau player i can say those transports will not last long against a decent tau list.

Your list at the moment seems to be sorely lacking anti-tank capabilities. While Plasma Cannons can be used for anti-tank, to me it's a waste since it's more effective against infantry.
Plasma pistols aren't really worth taking, you'll only fire them a couple of times per battle at best and there's a chance they can wound the firer.
HQ A storm shield would be better instead of the plasma pistol and I wouldn't bother with artifiicer armour, a 3+ invulnerable save from the storm shield and feel no pain from the apothecary is sufficient defence. The command squad needs to be made more powerful, I suggest a company champion and either some lightning claws or power fists for the other guys. They would also benefit from a transport, as there's only 6 of them a razorback would work nicely. Consider dropping the librarian, you don't really need 2 HQs at 1500pts.
Elites The sternguard don't need combi-plasmas, the special ammunition they have is good against infantry. Combi-meltas would be better because you don't have much anti tank in this army.
Troops These are good but I would swap the plasma cannon for one of the free heavy weapons.
Heavy Support I personally don't think devestators are worth their points but if do take them, don't mix heavy weapons and also they won't benefit much from that transport, give it to the command squad instead. Predators with autocannon and heavy bolter are good heavy support choices. If you need anti tank dreadnoughts and land speeders with multi meltas are your best bet.
I've not got much to add to what HFG has to say, other than you need some power weapons - preferably power fists - in your tactical squads. All it'll take is one MC to get into CC with them and there's dick all you can do.
