Which one of the lists do you think is better (if they are good at all ):
HQ Pedro Kantor - 175
Elite Sternguard Veterans +5 Veterans; Power Fist; Combi-Melta; Drop Pod - 315
Troops Tactical Squad +5 Space Marines; a meltagun; a multi-melta; Drop Pod - 210
Troops Tactical Squad +5 Space Marines; a meltagun; a missile launcher; Drop Pod - 210
Troops Scout Squad 4 sniper rifle; a missile launcher - 85
Here Pedro drops with the Sternguards on the first turn, the Scouts will infiltrate (close to a mission objective, if applicable) the second drop pod to come in the first turn will be the one with MM.
The idea is to Rapid fire the enemy to death.
Maybe, it's reasonable to take more combi-meltas for anti-tank instead of a PF.
HQ Vulkan - 190
Elite Dreadnought Multi-melta; heavy flamer; Drop Pod - 150
Troops Tactical Squad +5 Space Marines; a meltagun; a multi-melta; Power Weapon; Drop Pod - 225
Troops Tactical Squad +5 Space Marines; a meltagun; a missile launcher; Power Weapon; Drop Pod - 225
Fast Attack Land Speeder Sqad 3xLand Speeder (a heavy flamer; a multi-melta) 210
The idea is to drop a dreadnought on the first turn to blow up a tank or to use his heavy flamer (twni-linked, thanks to Vulkan) to burn crowds, and the second drop dop delivers a tactical squad with Vulkan to Rapid-fire and burn crowds.
Personally, I like the second list more.

I agree the second list loooks better.
In a 1000 point list Vulkan is a bit pricy but almost all of your list makes good use of his abilities.
I would keep the MM on both tac squads as the drop pod menas you shouldn't need the extra range of the ML.

I'll surely give the second squad a MM, as soon as I get the bits. Right now I don't
The idea of the ML squad is scoring from a distance.
Maybe I'll replace power weapons with a fist for the first squad.
And maybe split the LS squadron to 3 different fast attack choices. Think it'll be effective game-wise and not effective kill-point-wise
