Pls have a look at my roster.Terminators will be divided into Combat squads if the mission is not Annihilation. They will come via Deep Strike. The same about scouts but they will use the outflank special rule. Tigurius will be joined to Shrike and come from outflank. HQ: Shrike is good and giving fleet to all the terminators will be really powerful. The other HQ is not needed. He is a lot of points and you are short of troops. If you really want the psy hood and to use the odd power get a basic librarian but I would just go with Shrike.
Elites: Wow. Don't deepstrike them (except in dawn of war). They wont arrive until turn 2 or 3 which means they cannot get into combat until turn 3 or 4 and it could only be a 5 turn game. Just deploy normally and run like mad at the enemy then fleet into combat. What's he gonna do about it? Shoot you with all those saves?
Troops: A good unit for shrike armies is 10 scouts with 9bp/ccw and 1 shotgun/PF. They can infiltrate 18.5" away then scout move, normal move, fleet and assault on turn one without the enemy getting a shot. You really need a tac squad (with drop pod?) in there to claim objectives use the HQ points you saved.
Fast: What no assault marines? That means shrike can join a termie unit and infiltrate with them. Might want to keep that termie unit as a 10 strong squad. Speeders are good. Have you thought about LSS to add 5 scouts to enabling them to zoom around grabbing objectives. MM attack bikes can be a cheaper alternative to your speeders without the flexibility but against certain weapons they are actually haarder to kill.
Heavy: None. Good.

I use Tigurius because he give to me re-roll any reserve rolls.I hope to have 5x5 terminators squads and speeders on the second turn but scouts only on 5 turn(if the mission is not Annihilation). The first turn my army is in reserve.
