My 13 year old brothers first attempt at a list. He wants a competitive list, but also wants to be able to enjoy collecting. (If that makes sense) Thanks in advance.
Chaplain/Librarian (Which is preferable?)
x10 Tactical Marines
Total - 495
On the question of the HQ, for right now I'd go with a Librarian. Chaplains are at their best with some Termies or Assault Marines. A Librarian is still a beast in CC but can help with shooting and other fun stuff.
The rest looks okay for a fun list. Make sure he puts a ML or Multi Melta in his Tactical Squad, it's free. I'd advise a ML, it's more multi-use.
Looks fine for a friendly list and learning the game. Under 1500 points there's no big need to be competitive, it's more about learning the rules and getting a feel for play. 1500-2000 is where most tournaments are.

-Assault CannonYou can have a free heavy weapon here, which I'd recommend as a Missile Launcher.x10 Tactical Marines
PowerfistI'd swap out the missile launcher, give them all sniper rifles and camo cloaks. This will use up your last 5 points.x5 Scouts

That’s not a bad list. I generally always agree with the suggestions realitycheque makes. This time isn't much different. I would also consider a Librarian. Free force weapon and the possibility to use gate to get into out of trouble with only 500 points can help a bit. No 4+ like the Chaplain but remember while effective in CC, it's not his main job, so if you want to mix it up with melee make sure you take the appropriate powers.
I happened to draw a 500 up last night for a combat patrol match. If you have to play by combat patrol rules this might be handy.

Sternguard are a great unit. Fun to paint, great models with a lot of coolness value. Gameplay wise their special ammo make s them valuable in almost every situation. The two combi-melta make it a danger to some armor but keep them from being charged. They have two attacks each but with only 5 models they won't stick around long in a protracted CC fight.
As for the combat Patrol list
Tac. Squad x 10
This is a catch all. Missile Launchers are great but sometimes you need to melt Marines and their like, so I like the P. Cannon for 5. Combat squad this and move up with your transport.
Typhoon Missile launcher
At 500 this could fit in nicely. It's a cool model he may like and it could be effective against a multitude of units you will see at 500 points.
